HISTORIC PRESERVATION COMMISSION
Monday, February 12, 2018

MEMBERS PRESENT: Ald. Mark Steuer, David Boyce and Susan Ley
MEMBERS ABSENT: Dennis Doucette and Patricia Olson
ALSO PRESENT: Jason Flatt, Stephanie Hummel, Wendy Townsend, and Bill Meindl
APPROVAL OF MINUTES:
Approval of the minutes from the September 11, 2017, HPC meeting & the November 1,
2017, HPC special meeting. (01:03)
Ald. Steuer stated that due to a lack of a quorum no voting will take place tonight.
COMMUNICATIONS:

NEW BUSINESS:
Ald. Steuer stated he will write a letter of appreciation to former members Roger Retzlaff
and Jeanine Mead and instructed S. Hummel to inquire if it’s customary to give them a gift
for their services. S. Ley replied that past members received a certificate of appreciation
instead of a gift. (1:16)
REPORTS:
1. Review September, October, November, December 2017 and January 2018
Building Activity Report (02:17)
Ald. Steuer reiterated that due to a lack of a quorum no voting will take place tonight.
2. Review City Raze/Repair Orders and Demolitions (04:37)
Ald. Steuer inquired if J. Flatt or City inspectors take pictures of properties to be razed. J.
Flatt stated he takes the pictures when he receives the raze/repair orders and he didn’t
have any issues with the raze/repair orders for any of the properties on the agenda.

S. Hummel stated that when a raze/repair order is received J. Flatt goes to the property to
take the pictures and write his reports then emails it to HPC members prior to the meeting
in order for them to have a chance to review before discussion takes place.
INFORMATIONAL:
3. Downtown Historic District (05:55)
J. Flatt announced that the State had requested a few revisions to our nomination
package, and briefly stated which buildings would be considered for the historic district.
He will give a brief presentation in Madison about the district later this week and stated
that the Karma Group building will be added to the State register of historic places. This
information will be forwarded to the Department of the Interior before it can be entered into
the National Register of Historical Places; this process usually takes approximately 45
days.
4. Ordinance Update (0:10:12)
S. Hummel stated a presentation will be given on March 19 at the Astor board meeting
regarding the ordinance; no date has been set yet for discussion of the other historical
properties. Discussion included adding in a waiting period before razing a building in the
historic district after applying for the permit; penalizing owners who let their properties fall
into disrepair in order to get them razed versus repairing them, and the revolving loan
fund.

S. Ley inquired if replacements will be made for the vacancies on this commission. S.
Hummel replied that the two replacements need to be citizen members and that some
members also need to be reappointed and hopefully all this can take place at next month’s
meeting.
