Roll Call Present: Adam Funk, Brendt Peeters, Gregg Mattek, Linda Bova, Chad Van Handel, Brent Weycker, Jim DuBois, Grant Keebler On Broadway, Inc. Staff: Brian Johnson, Brian Wallace City of Green Bay Staff: Rebecca Finco Absent: Sandra Ranck Approval of the Agenda Motion by Mattek to approve the agenda. Second by Van Handel. Motion passed. Approval of the Minutes Motion by Van Handel to approve the minutes. Seconded by Mattek. Motion passed. There was a request to send the BBID roster with terms of each member. Treasurer’s Report Treasurer’s Report: There is a balance of $113,281.60 in the account. This includes a daily minimum balance of $2500.00, BID proceeds of $104,665.00, and $6,116.60 in delinquent proceeds. A check will be cut to On Broadway to provide services as outlined in the operating plan. Motion by Van Handel to approve the Treasurer’s Report. Seconded by Mattek. Motion passed. Reallocation Request On Broadway has been holding $27,500 for items in prior-year operating plans that have not been spent as detailed below. In some instances, private funding secured by OBI was used in lieu of BBID funding including public art, bike racks, and the retail incubator. Staff inquired about what the BBID would like to do with those funds. The board can continue to carry over the funds and implement these projects or they can reallocate the funding. 2023 Public Seating $2,500.00 2024 Public Seating $2,500.00 2024 Public Art $4,000.00 2024 Bike Racks $5,000.00 2024 Cigarette Receptacles $1,500.00 2024 Retail Incubator $12,000.00 $27,500.00 Motion by Bova to reallocate funding to Admin Allocation to support overhead operating costs that support the district through technical assistance. Second by Funk. Motion carried. 2026 BID Assessment General discussion about the 2026 assessment and mill rate to help prepare the 2026 operating plan for the next meeting. There were questions about tiered assessments (varying rates for industrial, commercial, retail) and if residential properties are impacted. Residential is subject to BID assessments if they have a commercial component. Request to send property valuations that list all properties and their valuations to better frame this conversation for the future. Motion to hold until next year by Bova. Second by DuBois. Motion carried. Report on the Progress of 2025 Proposed Activities There was general discussion about work being done for each of the proposed activities in the operating plan to ensure progress is being made in each area. Maintain benches, garbage cans, planters/beautification, pole banners, and other hardscape improvements throughout the district. 50 planters will be planted in the spring with flowers, 20 planters with fall décor, weed management throughout district during the growing season, weed management and perennial plantings in 48 tree boxes, 25 bowls with winter décor, coordinated trash pickups once per month, 150 poles banners, and 30 trees with annual lighting. 2. Improve awareness of BBID investments in the district by partnering with On Broadway, Inc. and other funded partners to promote the BBID brand. 3. Maintain a mini-grant program to support retail occupancy of ground floor storefronts. Grants will be provided directly to businesses who sign a minimum of a one-year lease and meet all other grant requirements. 4. Help sustain operations and solvency of On Broadway, Inc. by providing an administrative allocation for payment of rent, telephones, internet, office supplies, utilities and salaries that are necessary to provide services to the businesses in the district with an emphasis on funding a business support position that provides technical assistance for business and property owners 5. Advance conversations with adjacent commercial property owners north of Mason Street to gauge interest in joining the BBID and subsequently propose modifications if warranted to the City of Green Bay Plan Commission. 6. Review and make recommendations to update the by-laws of the BBID. 7. Support the efforts to open a public market by funding the second payment of a four-year pledge to the capital campaign. Provide advocacy for the project recognizing its ability to attract visitors to the district and increase future development and property values. 8. Support efforts for stronger streetscape activation including a microgrant program for businesses and property owners, and subsidy of an intern with a materials budget to create public art, coordinate amenity installation, and provide design assistance for things like planters, sign boards, façade improvements, canopies, flags, banners, outdoor dining areas and more. 9. Provide support to subsidize the implementation of a refreshed website in partnership with Downtown Green Bay, Inc. and Olde Main Street to help promote district activities, businesses, and other unique amenities. 10.
