Consideration with possible action on the acceptance of a Wisconsin Department of Natural Resources
grant in the amount of $244,045 for the construction of the East River Emilie Park Nature-Based Recreation
Access Project.
BACKGROUND
Public Works is in the planning phase for the redevelopment of East River Emilie Park. This project will
significantly expand opportunities for nature-based outdoor recreation within a restored floodplain
setting. Public Works is in the process of securing additional construction funding related to the
wetland/flood storage area portion of the project.
If approved, this grant will fund the recreation components of the project.
Grant funded recreational infrastructure includes: A new boardwalk and wetland observation platform; two
river access points with stone steps and safety railings; new paved and mowed grass trails that connect to
the regional East River Recreational Trail; cul-de-sac parking to enhance access and safety; and interpretive
signage for environmental education. These facilities will support active recreation such as walking, running,
and biking, and will create new opportunities for community programming like guided nature walks or
volunteer stewardship events.
The site is designed for multi-season use. In spring through fall, visitors can enjoy walking, cycling, fishing,
paddling, and birdwatching. In winter, paved and grass trails can be used for snowshoeing or ungroomed
cross-country skiing, and the boardwalk will remain a year-round destination for wildlife viewing. Durable
materials and thoughtful design will ensure accessibility and safety across all seasons.
East River Emlie Park currently contains a portion of the East River Trail. This paved multi-use trail runs
north-south through the project site for 0.83 miles adjacent to the East River. This trail is in need of
repaving. The Parks Department intends to repave this segment as part of the larger Emilie Park
redevelopment effort, but it will not be funded as part of this grant.
RECOMMENDATION

The hope is that this will be funded entirely through grants. Some grant funding has already been

Consideration with possible action on accepting a $3,000 Green Bay Packers Foundation grant to support

BACKGROUND
In December, 2025 the Green Bay Packers Foundation announced the recipients of their 2025 grant
funding. The Green Bay Conservation Corps was one of 38 Brown County organizations that received grant
funding. If approved, the $3,000 grant will be used to support the ongoing efforts of the Green Bay
Conservation Corps. The Funding will specifically be used for the following purposes;
Purchase herbicides and backpack sprayers to allow the Green Bay Conservation Corps to continue to
expand its impact.
Purchase greenhouse supplies to increase greenhouse production.
Purchase additional hand tools to support the program's volunteer capacity.
Per the City policy, the City Council has to formally approve accepting all grant awards.

Statement of Need and Opportunity
Describe the issue/need for the requested funding, plans to address the issue/need, and system in
place to measure progress (500-word limit).
The United States Environmental Protection Agency designated the lower Green Bay and
Fox River as an Area of Concern (AOC) in 1987. This is one of five AOCs in Wisconsin. An
AOC indicates areas with several Beneficial Use Impairments (BUIs); Green Bay currently
has 11 listed BUIs. These include restrictions on fish and wildlife consumption,
degradation of fish and wildlife populations, fish tumors or other deformities, degradation
of aesthetics, degradation of benthos, loss of fish and wildlife habitat, bird or animal
deformities or reproductive problems, eutrophication or undesirable algae, restrictions on
drinking water consumption or odor, beach closings, and degradation of phytoplankton and
zooplankton populations. This degraded habitat is a community-wide problem as it aƯects
everyone living in and recreating in Green Bay. Additionally, Green Bay has seen record
weather events in the past years that have impacted the greater community; flooding and
windstorms being the most common disasters.
The Green Bay Conservation Corps (GBCC) is the first municipally-based AmeriCorps
program in the state of Wisconsin. Established in 2022, the GBCC focuses on addressing
environmental issues, including habitat degradation, public access, and education. The
program has restored over 277 acres of parks, planted over 100,000 native
trees/shrubs/plants, and organized over 650 volunteers. The Corps Network awarded the
program the national recognition of “Top Small Corps” for its commitment to workforce
development and oƯering numerous credentials to its crew members. Despite its
continued commitment to addressing the environmental concerns in the Green Bay area,
the Federal funding supporting the program was terminated in April and then reinstated at a
21% reduction.
The City of Green Bay is committed to continuing this needed and impactful program, but is
requesting funding assistance for project supplies and materials. This will ensure the
program can continue to have the immense community impact and best address the needs
Green Bay faces. The GBCC records its daily impact tracking acres of habitat restored,
miles of trails improved, number of native plants installed, gallons of water diverted
through green stormwater infrastructure, number of individuals with increased awareness
and knowledge, and more. These measures will show the success of the program.
How and when will the requested funding be utilized to address the issue/need?
Please be specific (500 word limit).
The requested funding will be used to purchase program supplies and materials to allow
the Green Bay Conservation Corps (GBCC) to continue and expand its impact. Supplies
include herbicides and backpack sprayers for invasive species removal and treatment.
Invasive species degrade the habitat and do not allow for native vegetation to establish.
This impacts the local wildlife, aesthetics, and limits the habitats’ resiliency since a diverse
plant community can better adapt to changing weather.
Secondly, funding will be used to purchase supplies to increase greenhouse production.
GBCC operates a small greenhouse at the Bay Beach Wildlife Sanctuary. In the past, this
greenhouse has allowed the program to grow upwards of 5,000 native plants annually.
Additional trays, pots, and soil will allow production to increase. Native plants grown in the
greenhouse are installed in public parks to increase habitat and utilized in green
stormwater infrastructure such as biofilters and rain gardens.
Finally, the funding would support increasing the program's volunteer capacity by
purchasing additional hand tools. These would include shovels, rakes, pitchforks,
handsaws, and other tools used for habitat restoration.
All funding would be utilized in the first quarter of 2026 for the greatest impact.

BACKGROUND
This purchase will replace Unit 22, with 45,000 miles. The existing unit is 26 years old, which exceeds the
expected 15-year useful life. The bed of the truck has excessive rusting and replacement parts are no longer
available. The purchase price does not include the purchase of the truck bed. The City will purchase and
install a dump bed independently of this purchase.
RECOMMENDATION
To approve.
FISCAL IMPACT
The City Bonded $95,200 in 2026 for this replacement. The purchase price is within the allocated budget.

Consideration with possible action on the request to purchase two (2) 2026 Ford Super Duty F-250 & Plow
Accessories from Ewald Automotive Group, utilizing the State of Wisconsin Contract #505ENT-M24-
VEHICLES-06, for a total cost of $54,948/ea. and a total sales price of $109,896.
BACKGROUND
This purchase will replace 2 trucks.
One truck will replace Unit 27, which is a 3/4 ton 4x4 truck with a plow with 106,000 miles. The existing
truck is 18 years old, which exceeds it's expected 12-year useful life. In addition, there is extreme rusting
and engine problems.
The second truck will replace Unit 32, which is another 3/4 ton 4x4 truck with plow with 75,000 miles. The
existing unit is 14 years old, which exceeds it's expected 12-year useful life. In addition, there is excessive
rusting and transmission problems.
RECOMMENDATION
To approve.
FISCAL IMPACT
The City bonded $131,400 in 2026 for the replacement of these two trucks. The purchase price is within
the allocated budget.

M24-VEHICLES-06, for a total cost of $59,374.
BACKGROUND
This purchase will replace Unit 35, which is a forestry vehicle with 49,000 miles. The existing unit is 26 years
old, which exceeds it's expected 12-year useful life. Due to the increase in severe storms and daily
workload, this unit has sustained a great amount of wear and tear. Parts are no longer available to keep the
unit safely operating. There are also engine issues and it will not go over 15 mph.
RECOMMENDATION
To approve.
FISCAL IMPACT
The City bonded $82,000 in 2026 for the replacement of this vehicle. The quoted price is within the
allocated budget.

Staff update on the purchase of the CivRec software platform to replace the existing RecTrac software
platform.
BACKGROUND
After extensive research, the City of Green Bay Park, Recreation and Forestry Department will be
converting our reservation and recreation software from RecTrac, a Vermont Systems program, to a new
software tool called CivRec which is part of the current CivicPlus Recreation Management software system
currently used by the City of Green Bay. We feel the RecTrac software is no longer giving us the ability to
promote our services to the level that CivRec will.
This change will enhance the customer experience for both our internal and external customers based on
the following:
• CivRec is a cloud-based program that will reduce the amount of space on our current server.
• This will allow our customer’s the ability to more efficiently sign up for our programs, facilities, and
events. DePere is currently using this software and is happy with it.
• Customer’s will be able to review their account in order to enroll their household members in
classes and programs.
• Has the ability for our customers to utilize the system in multiple foreign languages, eliminating the
need to translate.
• Allow our administrative staff the ability to formulate and administer our programs, events, facility
reservations as well as serve as a point of sale purchases at the Green Bay pools and the Wildlife
Sanctuary.
• Relieve IT Department and Park Administrative Manager of the task of completing and monitoring
PCI Compliance. This will now be done by CivicPlus Administrators.
• This will allow us to switch to FortePay as our credit card processor which is consistent with several
other departments within the City.

DIRECTOR’S REPORT
WEDNESDAY, FEBRUARY 25, 2026
PARK DIVISION
• This stretch of warm weather has melted most of the snow within the parks, allowing
our staff to get a head start on picking litter in the parks. Crews will be picking parks,
trails and green spaces for the foreseeable future until snow covers the ground again.
• The warmer weather is also allowing Park crews to handle some small pruning
projects along the Westside trail.
• Unfortunately, this warm weather has also melted our hockey and skating rinks past
the point of reviving them for the 2026 season.
• Park crews were able to build and groom four tubing lanes at Triangle Sports Area for
the public to use during operating hours. There is a good base of snow built up that
should help extend the season into March.
• Park crews are continuing to repair picnic tables, which includes cutting down lumber
to proper size, priming, and painting the replacement boards.
• Park caretakers continue to have a presence in the parks picking litter, emptying
garbage cans, and checking buildings to ensure there is no vandalism or graffiti.
• Park Carpenters have finished updating the men’s and women’s restrooms at both
Beaumont and Kennedy shelters.
• Park Carpenters have also begun installing a new facade around the dumpster
enclosure at the Resch Aquatic Center.
• The aquatic centers continue to be cleaned, piping labeled, and repairs being
completed.
FORESTRY DIVISION
• Crews continue winter tree removal operations. Crews are currently working in the
Red Smith and Astor Park neighborhoods. Tree removals on the westside are
complete, except for a few individual trees. Assessments for incoming DPW road
projects and sidewalk replacement programs are in process for additional tree
removals across the city.
• Cycle pruning efforts are focused on the eastside area near Red Smith Park. Typical
cycle pruning includes raising tree limbs for clearance, deadwood pruning and
structure pruning to help reduce the chances of breakage during storms.
• Crews have finished removing dead ash trees in the Red Smith woods and clearing
trails of high-risk trees adjacent to the walking paths.
• Crews have been working at the Wildlife Sanctuary, removing risk trees around the
Nature Center, Observation Building and trails.
• Crews also cleared dead and risk trees on the JBS subdivision, prior to construction
of the housing developments.
• Forestry staff continue to work with IT staff on transferring our tree inventory to a GIS
format. This will be an ongoing process for 2026.
• Staff and crew members just returned from the Annual Wisconsin Arborist Association
winter conference. Several sessions were covered including tree removal/rigging
techniques, plant health topics, soil health science, tree management concepts and
networking with other municipal entities from across Wisconsin. The city was also
represented in a panel discussion by City Forester, Brian Pelot. Brian chairs the
Species Diversity work group and is very involved with the Stormwater and Trees
working groups for the state Urban Forestry Council.
• Staff continue inspecting trees for potential conflicts with upcoming sidewalk
replacement for 2026.
DESIGN & DEVELOPMENT DIVISION
• Staff are working with a consultant to complete the wildlife viewing platform and
shoreline walk construction plans for Bay Beach Amusement Park. Staff hired a
consultant to complete the quality assurance requirements in the EPA grant for the
wildlife viewing platform and shoreline walk work. Construction is currently scheduled
to begin in the fall of 2026, after the amusement park season ends.
• Shipyard Phase II design work has begun. The consultant recently submitted the 75%
bid plan sets for review.
• Planning continues for the Joliet Park Area of Concern habitat restoration project. The
consultant is approximately 90% complete with the construction documents. The DNR
permits were applied for.
• Construction of the JBS project is well underway. The infrastructure/road project is
completed. The construction of the Park/Boulevard has begun but was put on hold
for the winter season. Staff are working to close out the grant for this project. Design
continues for the JBS barn; the consultant is approximately 75% completed with the
construction documents.
• Planning continues for the Bay Beach Wildlife Sanctuary and Renard Island
Nearshore Area. A Quality Assurance Project Plan (QAPP) has been completed.
• Planning for the Bay Beach Wildlife Sanctuary Strategic and Master Planning has
begun.
• Construction of the Bay Beach HVAC Pavilion Project began on September 8, 2025,
and will be completed in the spring of 2026.
• A consultant has been hired for Baird Creek Mountain Bike Flow Track Improvements.
• The city hired a consultant for the Joannes Aquatic Center Phase 1 engineering.
• Planning continues for Ted Fritsch Park Splashpad. The construction plans are 75%
complete.
• The Leicht Memorial Park Shelter contract has been awarded. Construction should
begin soon.
GREEN BAY CONSERVATION CORPS
• Crews completed removing woody invasive species from East River Meyer Park and
Joliet Park. They continue to cut and remove woody invasive species at Willow Creek,
Baird Creek and the WLS.
• On February 9th and 10th, the Roving Crew partnered with the Botanical Garden to cut
invasive species.
• Crew members finished and launched a 2025 Year in Review Story Map and are
working to release an interactive map of the Pollinator Corridor project. The Pollinator
Corridor map will be released in early Spring to help launch the native plant kit
giveaway.
• Members have started prepping the greenhouse for planting. Seeds have started
cold-stratifying and nearly 1,000 seeds have been planted so far. It is anticipated to
fully plant the greenhouse by end of February.
• Staff have started recruiting for the summer crew members. There has been a huge
demand for these positions. We are on track to fill all openings. We have 5 new
members starting March 9th.
• Staff continue to plan the implementation of the Perkins Park Master Plan. It is
expected that 40% of the Master Plan will be implemented in 2026.
• Staff have been meeting with other organizations across the state to develop a state
coalition of programs dedicated to youth career development and community service.
Other programs include Operation Fresh Start, WisCorps, and multiple Youth Build
programs.
RECREATION DIVISION
• High school and youth baseball/softball spring and summer permits are being
finalized.
• The adult softball league registration has begun. We will be offering Men’s Slow-pitch,
Men’s 55+ Slow-pitch, Co-Ed Slow-pitch and Women’s and Men’s Modified softball
leagues at Beaver Dam Park. The season is scheduled to begin the week of May 5th.
• Registration is currently taking place for our recreation summer day camps at the
Wildlife Sanctuary (WLS). The recreation summer day camp at the WLS is scheduled
to begin the week of June 16th. There are 8 weekly camps being offered from 9 a.m.
– 4 p.m., Mondays-Thursdays. Field Trips will take place on Thursdays. Classes are
limited to 15 participants.

• We are currently accepting job applications for Camp Instructors, Softball Umpires,
and Softball Site Supervisors.
• Open Gyms are available on Mondays, Thursdays, and Saturdays at various Green
Bay Public School District locations.
• Interviews for playground leaders have started and will continue until staff is at
capacity. We are looking to fill 11 positions.
• The Youth Dance program is more than halfway through the season with classes on
Tuesday and Wednesday nights at the Wildlife Sanctuary and Edison Middle School.
Classes are preparing for the March recital.
AQUATICS
• Dog Swim Event: Staff are currently identifying potential organizational partners to
expand community outreach and increase participation for this summer’s event.
• Summer Kickoff Party: A season opening celebration is scheduled for Saturday, June
13th, at Resch Aquatic Center.
• Staffing
o Rehires
Paperwork has gone out to everyone.
Staff were given a deadline of May 20th to complete their rehire paperwork.
o Interviews & hiring
We are continuing with interviews and hiring new staff.
Interviews for noncertified lifeguards will take place in spring as we get closer
to the start of the season due to the dual nature of the interviews and one part
being the swim test.
o Lifeguards
The goal is to have 77 total lifeguards.
Currently we have 24 returning lifeguards.
o Facility Attendants
The goal is to have 50 total facility attendants.
Currently we have 27 returning facility attendants.
• Lifesavers Pathway – this has been put on hold due to funding, but we are working on
finding other sponsorship options.
o Staff are working on writing a curriculum for a new program that will help promote
and certify lifeguards. In conjunction with the Green Bay Y. We are hopeful to roll
out the new program in March.
• Management is developing a seasonal incentive program to maintain high
performance and staff morale throughout the summer.
• Staff are working on swim lesson programming; registration will open for residents on
April 6th and for non-residents on April 20th.
BAY BEACH AMUSEMENT PARK
• Rides
o Rides have been taken down for the winter.
o Painting and maintenance continue.
o Mechanics continue to work on rides and ordering parts as needed.
• Concessions
o Staff is in the process of quoting out the product. Staff is working on setting pricing.
o We are working with vendors to get new products.
o Souvenir items have started to arrive. We are working on arranging more storage
for all items due to construction in the dance hall.
• Inclusive Playground
o The bathrooms have been winterized and closed for the season.
• Improvements
o Dancehall HVAC construction began on September 8th and will be completed later
this spring.
o West side bathroom renovations - Staff is securing quotes for the electrical and
specialty trades and also working with WPS on providing a new electric service.
We are working on securing the appropriate permits.
o Staff is looking for ways to increase special events and revenue for 2026 season.
• Staffing
o Onboarding documents have been updated for 2026 season. Rehire paperwork
was sent out to 190 employees, and they have begun filling out paperwork.
89 are 100% completed.
34 have started onboarding.
26 have activated their accounts.
22 have not responded to emails.
19 have confirmed not coming back.
o Summer scheduling process will be reevaluated to continue to make our summer
job flexible but remain open with enough staff.
METRO BOAT LAUNCH
• The docks have been removed and pay station was closed in November.
TRIANGLE HILL
• Snowmaking is on hold as we have enough snow made to make it through the season.
• Staff continue to work on securing enough staff so we can open Friday through
Sunday each weekend.
• Icy conditions at night have been an issue, but staff continue to find solutions.
WILDLIFE SANCTUARY
• The planning for the improvements to the Raptor Walk is still progressing. The
project is on target to begin construction later this summer.
• Area of Concern Grant work planning continues, with a majority of the necessary data
gathered. Work has now begun on the conceptual planning for the habitat
restorations.
• The Masterplan consultant is in the process of taking all of the information gathered
to develop a conceptual masterplan draft for City review.
• The annual Frosty Family Fun night was well attended, with over 4000 attendees.
Public feedback was very positive, as well as by the 50+ volunteers who helped run
the event.
• The majority of sanctuary summer camp offerings were filled up within the first few
days of registration opening. Other free summer programming is being developed for
the 2026 “Summer’ season
• Registration is open and almost full already for the OAK 4K 2026-2027 school year.
• The Wildlife Sanctuary is honored to again be chosen as one of fifty amazing not-for-
profits represented in the annual Give BIG Green Bay. Diverse organizations
represent everything from environmental conservation efforts and animal welfare to
health and wellness and human services. All of these local groups support our
community members with their important work in many areas. The event is from
noon to noon, February 25th to 26th.
ADMINISTRATION
• Staff are continuing to support special event requests.
• Summer softball is open for registration.
• Summer Camps are open and are nearly full.
• Garden Plot letters have gone out and payment for them are coming in.
• Pool birthday party reservations are now open and can be reserved online or via
phone.
• Gift cards are available to purchase online for Bay Beach only in 2026.
• Customers have until December 31, 2026 to utilize any recreation gift cards they
currently have in their possession.
• Metal Detecting permits are available for purchase online, or in person in our office.
• Posted social media events, programs, and information.
• The reservation system is open and accepting shelter reservations for the 2026 rental
season.
• Seasonal positions are posted and applicants for various positions have applied.
• Rehires have been updated in our system and we are getting a great number of
returning staff members so far.
• Staff are working on preparing for transitioning to a new reservation system that will
go live in January of 2027.
