City Council | Minutes Tuesday, September 2, 2025 – 5:15 PM City Hall – Council Chambers 2309 15th Street, Gulfport 5:15 PM The Mayor and Members of Council met at City Hall at 5:15 PM, on the above date, same being an adjourned meeting from a Present: Mayor Hugh Keating, CAO Wayne Miller, City Attorney Jeff Bruni, Clerk of Council Brittany Rodgers, Deputy Clerk of Council Brittany Thomas, Councilmembers: Kendal Buckner (in at 5:28 P.M.), Ella Holmes-Hines, Rusty Walker, B.J. Sellers Jr., Carrissa Corbett, and Johnny Hoggatt. Absent: Councilmember Ron Roland The President announced a quorum and called the meeting to order. Declaration of Special Call Meeting Motion to Declare a Special Called Meeting and to have the meeting notice thereof appended as Exhibit "A" to these minutes, Moved By B.J. Sellers Jr., Seconded by Rusty Walker Vote: Motion Passed By Unanimous Roll Call Vote Aye: Ella Holmes-Hines, Rusty Walker, B.J. Director of Finance and Accounting, Joe Dalto, presented the Mayor's proposed Budget. Setting of Next Meeting and Adjournment 1|Page City of Gulfport, Mississippi There came on for consideration at a duly constituted meeting of the City Council and Mayor of the City of Gulfport held on the 2nd day of September, 2025, the following Ordinance: ORDINANCE NO. ____ AN ORDINANCE FIXING THE LEVY FOR THE MUNICIPAL TAXES FOR THE CITY OF GULFPORT, MISSISSIPPI AND THE GULFPORT MUNICIPAL SEPARATE SCHOOL DISTRICT FOR THE FISCAL YEAR 2025-2026, BEGINNING OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026 BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GULFPORT, MISSISSIPPI, AS FOLLOWS: SECTION 1. That a levy for general and special municipal purposes of __34.00__ mills on the dollar upon real, personal and fixed property within the corporate limits of the City of Gulfport, Mississippi, taxable according to law, and a levy of __61.54__ mills on the dollar upon real, personal and mixed property within the Gulfport Municipal Separate School District according to law, be and the same is hereby fixed and declared for the fiscal year 2025-2026, for the following purposes, to-wit: GENERAL FUND 26.54 (Authority: Mississippi Code of 1972, Sec. 27-39-307) GENERAL BOND AND INTEREST FUND 6.55 (Authority: Mississippi Code of 1972, Sec. 31-15-11) PERS FUND 0.91 (Authority: Mississippi Code of 1972, Sec.21-29-117) TOTAL FOR ALL MUNICIPAL PURPOSES ___34.00__ SCHOOL BOND AND INTEREST FUND 6.50 (Authority: Mississippi Code of 1972, Sec. 37-59-1, et. seq.)
