HERRIN CITY COUNCIL MEETING MINUTES LOCATION: HERRIN CITY HALL DATE: MAY 11, 2026 TIME: 6:00 PM CALL TO ORDER - Steve Frattini, Mayor Mayor Frattini called the meeting to order at 6:00 p.m. PRAYER PLEDGE OF ALLEGIANCE ROLL CALL - Shelly Huggins, City Clerk PUBLIC COMMENT: Anyone who wishes to address the Council may request to be recognized at this time. When recognized, please state your name. Statements are to be limited to three (3) minutes in duration. None MEETING MINUTES - Motion to approve meeting minutes MINUTES 04/27/2026 Motion made by None, seconded by None to Approve. Alderman Kinley, Alderman Ahlgren, Alderman Shoemake, Alderman Miller, Alderman Sizemore, Alderman Crompton, Alderman York, Alderman Crouse, Mayor Frattini voted "Yea". None voted "Nay". None abstained. TREASURER'S REPORT - Carl Goodwin, Treasurer stated he reviewed tow fees all in balance. Audit water and sewer adjustment and all correct. Checked bank statements and all in balance. BUDGET OFFICE REPORT - Carrie Cravens, Budget Dir. stated we finished the fiscal year. First items are sent over to Campbell Youngblood for adjustments. INCOME STATEMENT APRIL 2026 BUDGET REPORT 05/11/2026 CODES - Bret Childers, Administrator Stated that it will be a good year for demoing houses. We have two coming up 309 S. 17th and 915 S 14th Street. CODES REPORT 05/11/2026 PUBLIC WORKS - Steve Miller, Chairman Had nothing to report Tom Somer Public Works Director was absent and Todd Cornelius stated we picked up 237 tons of trash during Spring Clean up. PUBLIC IMPROVEMENT - Randy Crompton, Chairman Stated signs on poles have been going up as in product advertisement signs. If they were promoting Herrin, then could be okay but they are not. PUBLIC SAFETY — David Dorris Police Chief, Shawn Priddy Fire Chief, Jason Englebright AC Warden 1, David Shoemake, Chairman Chief Dave Dorris - stated that it is getter warmer and business is picking up. Keep your car doors locked. Recovered 4 stolen vehicles Chief Shawn Priddy - stated list in his report that they are supposed to be getting a new MABAS boat. They are having trouble getting the trailer to the new boat. They have been using a new inflatable boat in the meantime. Team is up and running if divers are needed Animal Control Wardin Jason Englbright - ABSENT FIRE REPORT 05/11/2026 POLICE REPORT 05/11/2026 FINANCE - Motion to approve accounts payable. Motion made by Paul York, seconded by David Shoemake to Approve accounts payable. Alderman Shoemake, Alderman Ahlgren, Alderman Kinley, Alderman Crompton, Alderman Miller, Mayor Frattini, Alderman York, Alderman Sizemore, Alderman Crouse voted "Yea". None voted "Nay". None abstained. INSURANCE - Scott Kinley, Chairman Stated we have been lookng at two providers. We had them bid. We were going to try Level vs BCBS but when the final price came back Level Health was higher. We will be choosing BCBS. Current plan is longer available, so there is a new plan we will be getting. LIAISON - HERRIN LIBRARY - Brett Crouse gave an overview of upcoming events at the Library. LIAISON - HERRIN CIVIC CENTER - Scott Kinley, Chairman stated Queen of Hearts Tuesday $2,353. Herrin Women's Club will be hosting Little Miss and Mr. event Sunday and Mayor's Honorees Banquet will be on Tuesday. GRANT UPDATES- Valerie Clodi Stated quarterly reports have been submitted. Yearly report as well. Working on CEJA reports from last year. Looking for more funding. OLD BUSINESS: NEW BUSINESS: 1. Intergovernmental Agreement between Rend Lake Conservancy District and City of Herrin (Master Meter Telemetry Installation) Motion made by Steve Miller, seconded by Bill Sizemore to Approve Intergovernmental Agreement between Rend Lake Conservacny Distric and City of Herrin ( Master Meter Telemetry Installation). Alderman Sizemore, Alderman Crompton, Alderman Crouse, Alderman Ahlgren, Alderman Miller, Mayor Frattini, Alderman Kinley, Alderman York, Alderman Shoemake voted "Yea". None voted "Nay". None abstained. 2. Road Closure 100 east block of Walnut Street on May 20th, 2026 from 12:00pm to 11:00pm for the Kick-Off HerrinFesta. Ordinance 3-2026 Approving a First Amendment to Redevelopment Agreement between the City of Herrin and L May Properties LLC and Consenting to the Assignment of the Redevelopment Agreement Motion made by Scott Kinley, seconded by Steve Miller to Approve Ordinance 3-2026 amendment to TIF agreement with May Properties LLC. Alderman Miller, Alderman York, Alderman Shoemake, Alderman Crouse, Alderman Kinley, Mayor Frattini, Alderman Crompton, Alderman Ahlgren, Alderman Sizemore voted "Yea". None voted "Nay". None abstained. 4. Authorization for Mayor to proceed with New TIF District Creation Motion made by None, seconded by None to Approve Authorization for Mayor to proceed with New TIF District Creation. None abstained. MAYOR: Hats off to Miller and Shoemake for working on employee contracts COUNCIL: Alderman Crompton told Todd to thank his guys and thank you for clean-up week.
