HIGH POINT CITY COUNCIL SPECIAL MEETING Monday, November 17, 2025 - 4:00 PM Municipal Office Building 211 S. Hamilton Street High Point, NC 27260 CALL TO ORDER Council Member Holmes called the Special Meeting of the High Point City Council to order at 4:00 p.m. and stated that Mayor Jefferson is arriving, Mayor Pro Tem Moore is participating virtually and Council Members Cook and Johnson are absent. Present: Mayor Cyril Jefferson (arrived at 4:02), Mayor Pro Tempore Britt Moore, At- Large Council Member (virtual); Council Member Vickie McKiver, Ward 1; Council Member Tyrone Johnson, Ward 2 (arrived at 4:11); Council Member Monica Peters, Ward 3; Council Member Patrick Harman, Ward 4; Council Member Tim Andrew, Ward 5, and Council Member Michael Holmes, Ward 6. Absent: Amanda Cook, At-Large ADOPTION OF AGENDA A motion was made by Council Member Harman, seconded by Council Member Andrew, to adopt the agenda. Motion passed with the following vote: Aye: Council Member Holmes, Council Member McKiver, Council Member Peters, Council Member Harman, and Council Member Andrew Absent: Mayor Jefferson and Council Members Cook and Johnson Mayor Pro Tem Moore did not vote as he was participating virtually. PRESENTATION OF ITEMS 2025-472 Closed Session - Attorney-Client Privilege Council is requested to go into Closed Session pursuant to N.C.G.S. §143-318.11(a)(3) for Attorney-Client privilege. A motion was made by Council Member Peters, seconded by Council Member Andrew, to go into Closed Session pursuant to N.C.G.S. §143-318.11(a)(3) for Attorney-Client privilege. Motion passed with the following vote: Aye: Mayor Jefferson, Council Member McKiver, Council Member Peters, Council Member Harman, Council Member Andrew, and Council Member Holmes, Absent: Council Members Cook and Johnson Minutes Special Meeting November 17, 2025 Mayor Pro Tem Moore did not vote as he was participating virtually. Closed session began at 4:02 p.m. A motion was made by Council Member Holmes, seconded by Council Member Johnson, to end the Closed Session and resume Regular Session. Motion passed with the following vote: Aye: Mayor Jefferson, Council Member McKiver, Council Member Johnson, Council Member Peters, Council Member Harman, Council Member Andrew, and Council Member Holmes, Absent: Council Member Cook Mayor Pro Tem Moore did not vote as he was participating virtually.
