The Council shall reserve up to one and one-half (1.5) hours of time for the public comment period. The deadline for filling out and submitting a speaker’s card for public comment is 60 minutes after the published start time of the Council meeting. When there are multiple speakers, the time allocated per person shall be divided so as to allow as many speakers as possible a turn to speak.
