• Provides for the disbursement of $200,000 that was included in the FY 22/23 approved budget
for MHOP to the Courts ($62,500), Public Defender ($45,000), State Attorney ($45,000) and I.M.

• Authorizes future amendments to the services contracts as necessary to 1) extend the contracts
by up to six months to allow for additional time to spend the funds, and 2) reallocate funds
between the providers by an amount not to exceed 10% of the maximum indebtedness of each

process) to authorize an amendment to the contract with IM Sulzbacher Center for the Homeless

Summary:
• Authorizing a redevelopment agreement (RDA) between the City and the Museum of Science
and History of Jacksonville (MOSH) to facilitate the construction of a new “iconic” and integrated
museum to be located on City owned property within the Shipyards area
MOSH Contribution:
• Construction of new “iconic” museum, requiring:
- Minimum capital investment of $85,000,000
- Minimum enclosed space of 75,000 square feet
- Minimum exhibit and gallery space of 50,000 square feet
• Maintenance of 1.5 acres joint-use park (excluding capital maintenance)
• Design surrounding park (reimbursable up to $880,000 by City)
City Contribution:
• 40 year, 2.5 acre ground lease (unimproved land) at a rate of $1 per year
- One extension option of 10 years
• Non-exclusive use of 1.5 acres of adjacent park area
• Related future City Construction (current appropriation available of $19.8 million)

Milestone ($40 million), there are no similar prohibitions related to reaching the full $85 million
minimum capital investment
•The Jaguars must agree to reduce or accept alternate parking as part of their lease with the City
prior to closing on the Museum Parcel
