(“FCNMHP”) Project Location – 6817 Norwood Avenue and 6721 Norwood Avenue Incentives Provided – • $500,000 forgivable loan from the Northwest Jacksonville Economic Development Fund (NWJEDF) • Provided there is no event of default, the loan will be forgiven at a rate of 20% per year commencing one year from the new job creation deadline as long as FCNMHP provides evidence demonstrating the retention of the 47 retained jobs and 6 permanent jobs Performance Schedule – • Commence construction by 12/31/24 • Completion of construction by 12/31/25 Number of Jobs to be Created – 6 new jobs at an average wage of $42,000 created by 12/31/27 (“permanent jobs”) Number of Jobs to be Retained – 47 Capital Investment – $1,650,000 Records Retention/Audit Clause – Yes Clawback Language – • In the event reporting requirements are not met in the time period specified in the agreement, the City will be entitled to withhold disbursement of the loan • If FCNMHP fails to invest at least $1,500,000 upon substantial completion of the project, the agreement will terminate • If FCNMHP sells, leases, or otherwise transfers the project or project parcel during the term of the loan, the loan shall be due and payable at the closing of the sale • If FCNMHP does not retain the retained jobs, and/or does not create and maintain a minimum of 6 permanent jobs at an average wage of no less than $42,000 as of the new job creation deadline, and maintain the retained jobs and permanent jobs from the new job creation deadline for the remaining duration of the loan term, FCNMHP shall pay the City the entire remaining principal balance of the loan (less any amounts forgiven), which will be amortized over a ten-year period with 3% interest accruing annually, with payments due monthly OED has not prepared an ROI calculation for this project.
