The requirements of Ordinance Code Chapter 77 (KHA) are being waived to the extent
that the financial navigation services being funded and approved through this
legislation may not be considered children’s services as contemplated by Chapter 77.
CONCERN:
The City has not received the grant funds yet from the Cities for Financial
Empowerment Fund. Typically funds are not appropriated from a private entity until the
funds have been received. The Cities for Financial Empowerment Fund will pay the City
$80,000 to fund a partnership with the United Way of Northeast Florida for financial
navigation services for families impacted by COVID-19. The City will receive 90% of the
funds ($72,000) upon contract execution and the remaining 10% ($8,000) upon a final
report and documentation of project spending. KHA plans to request the funding after
Council approves this legislation.
