Correct scrivener’s error • Creates a new Part 6 of Ordinance Code Chapter 780 (Property Tax) to establish a new property tax exemption for eligible affordable housing developments as authorized under Section 196.1979, Florida Statutes • Developments must meet certain eligibility criteria, including: - Household income of residents is either a) greater than 30% but not more than 60% of median annual adjusted gross income for Duval County or b) does not exceed 30% of the median annual adjusted gross income for Duval County - Contains at least 50 residential units with at least 20% of those units used for affordable housing - Rental rates are limited to the lesser of a) the most recent multifamily rental programs income and rent limits established by the Florida Housing Finance Corporation or b) a rental market study meeting the requirements established in the Code - Less than 3 code violations in the 24 months preceding application, and no outstanding code violations or unpaid fines or charges related to code violations at the time of application • The exemption amount will be equal to either 75% or 100% of the assessed value, depending on the percentage of units used for affordable housing within a development • The Neighborhoods Department will be responsible for developing, receiving, and reviewing applications for the exemption • The exemption period will begin with the 2024 tax roll and will expire December 31, 2026 unless extended by Council prior to that date.
