City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Wednesday, January 20, 2021 5:00 PM City Hall, Council Chambers Arts Commission Commission Members Quinn Adamowski Eryn Blaser Lori Carmine Valerie Devine Erick Deshaun Dorris Roxianna Fuqua Eric Gorder Lauren Las Crystal Malone Brett Marcum Megan Millen Jennifer Moore Sue Regis Theresa Rouse John Simpson, Jr. Peg (Marguerite) Stoiber Deborah Summers Arts Commission Meeting Minutes - Final January 20, 2021 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. The motion carried unanimously. TMP-0823 Attachments: 0930 Meeting Minutes for Approval CITIZENS TO BE HEARD ON AGENDA ITEMS None NEW BUSINESS Subcommittee Report Funding Subcommittee-Eryn Blaser, Chairman Funding Chairman Eryn Blaser reviewed potential fundraising options for the commission including upcoming grants, a mental and physical health campaign related to the arts and potentially an event, like a gala or art fair. The committee ultimately decided to work with the City Center Partnership Beautification Committee for potential fundraising opportunities. Review: City Council Recommendations (October 2020) The Commission reviewed the recommendations presented to City Council in October 2020. No additional discussion on the recommendations is had. Each chairperson reviews their subcommittee's recommendations as previously reviewed. Innovation reviews the status of the Commission webpage, Community Partnerships reviews their virtual artists program and how to expand. Incubation is yet to meet but discusses the need to do schedule an upcoming meeting. Taking an inventory of existing public art, its status and location emerges as a universal priority. APPROVAL OF 2021 COMMISSION MEETING SCHEDULE A motion was made by Carmine, seconded by Gorder, that the 2021 Arts Commission meeting schedule be approved as presented. The motion carried by a unanimous vote. TMP-0825 Attachments: 2021 Arts Commission Meeting Schedule OLD BUSINESS Discussion: Election of Officers The Commission discusses the need to elect officers at the next meeting in accordance with adopted bylaws. Discussion: Appointment of Additional Subcommittee Members The Commission reminds subcommittee chair-persons to discuss any non-voting members that they can bring forward in the future for recommendation to the full Commission. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Lori Carmine shares her new responsibilities as Arts & Cultural Affairs manager. Shares that in her new role she has been charged with improving the Events and Tourism pages and the event calendar it will contain will supersede the previously created Commission calendar. PUBLIC COMMENT None. ADJOURNMENT A motion was made by Carmine, seconded by Millen, that the January 20, 2021 meeting be adjourned. The motion carried unanimously.
