ROLL CALL Present Quinn Adamowski, Lori Carmine, Megan Millen, David Wheeler, Giovanni Alvarado, Priscilla Cordero, Ellis Wright and Emily Brzycki Absent Eric Gorder, John Simpson Jr, Peg (Marguerite) Stoiber, Lonnie Posley, Sarah Palya, Donna Franks-Tapley and Greg Peerbolte 2. APPROVAL OF MINUTES February 15, 2023 Arts Commission Meeting Minutes TMP-5403 Attachments: Feb 15 2023 Arts Commission Meeting Minutes A motion was made by Lori Carmine, seconded by Priscilla Cordero, to approve COUNCIL MEMO #TMP-5403: February 15, 2023 Arts Commission Meeting Minutes. The motion carried by the following vote: Aye: Adamowski, Carmine, Millen, Summers, Wheeler, Alvarado, Cordero, Wright and Brzycki Absent: Gorder, Simpson Jr, Stoiber, Posley, Palya, Franks-Tapley and Peerbolte 3. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS 5. NEW BUSINESS A. Election of Arts Commission Chair Commissioner Adamowski explained the role of the Commission Chair and what is required of the next Chair. Commissioner Millen volunteered to serve as Chair with the intent to resurrect the Vision setting Committee with other Commission officers to help further establish the vision and goals of the Commission. A motion to elect Commissioner Millen as the new Arts Commission Chair was made by Carmine and seconded by Cordero. The motion carried by a vote of 9-0. Aye: Adamowski, Carmine, Millen, Summers, Wheeler, Alvarado, Cordero, Wright and Brzycki Absent: Gorder, Simpson Jr, Stoiber, Posley, Palya, Franks-Tapley and Peerbolte B. Election of Arts Commission Vice-Chair A motion was made by Alvarado and seconded by Carmine to appoint Commissioner Cordero Page 1 of 3 Arts Commission Meeting Minutes - Final March 15, 2023 as the Vice-Chair to the Arts Commission. The motion carried by a vote of 9-0. Aye: Adamowski, Carmine, Millen, Summers, Wheeler, Alvarado, Cordero, Wright and Brzycki Absent: Gorder, Simpson Jr, Stoiber, Posley, Palya, Franks-Tapley and Peerbolte C. Election of Arts Commission Secretary Commissioner Millen explained the role of the Secretary and that in the past, this person served on the Vision Committee and that having a working artist in this role would be ideal going forward. A motion was made by Commissioner Millen and seconded by Commissioner Alvarado to appoint Commissioner Wright as the Arts Commission Secretary. The motion carried by a vote of 9-0. Aye: Adamowski, Carmine, Millen, Summers, Wheeler, Alvarado, Cordero, Wright and Brzycki Absent: Gorder, Simpson Jr, Stoiber, Posley, Palya, Franks-Tapley and Peerbolte D. Appointment of Giovanni Alvarado to the Arts Innovation Subcommittee A motion was made by Commissioner Carmine and seconded by Commissioner Wheeler to appoint Commissioner Alvarado to the Arts Innovation Subcommittee. The motion carried by a vote of 9-0. Aye: Adamowski, Carmine, Millen, Summers, Wheeler, Alvarado, Cordero, Wright and Brzycki Absent: Gorder, Simpson Jr, Stoiber, Posley, Palya, Franks-Tapley and Peerbolte E. Update on Grants Staff liaison Heitner provided an overview of grant opportunities the Arts Commission will be participating in during the coming year. Heitner mentioned that he applied for the IACA GOS FY2023 grant. Commissioner Carmine provided an overview of the Grants for the Arts Project that was tied to BiCentennial Park to start in the Spring of 2024. The second round application is due in July. Heitner also provided a brief overview of the upcoming ICRG grant opportunity that is geared toward artists and arts facilities. F. 2023 Arts Commission Goals Arts Chair Millen stated that she would prefer to table the discussion on 2023 Commission goals until the Vision Committee discussed goals beforehand. Commissioner Millen also asked if Commissioner Adamowski would be interested in acting as a fourth member on the Vision Committee. 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Committee Reports Page 2 of 3 Arts Commission Meeting Minutes - Final March 15, 2023 i. Funding Discussion was had about who might be the next Funding Committee chair. This will be finalized at the Committee's next meeting. ii. Incubation No report. iii. Innovation Commissioner Carmine reviewed what was discussed at the recent Innovation Committee meeting including enhancements to the Commission's webpage and additional grassroots marketing. Carmine asked that the Full Commission begin sharing Arts events or projects that could be shared to the Commission's webpage and social media forums. Carmine also discussed the possibility of a chalk-art explosion and sharing art on social media. The Committee also discussed the possibility of having a Joliet arts gala. Additional discussion was had over how social media from the Commission might be shared on the Commission's social media sources, which are vetted by the City. Commissioner Alvarado asked if Commissioners are allowed to promote their own events. Carmine responded that yes, these events can be promoted on the City's Arts webpage . iv. Events No report. v.
