ROLL CALL Commissioner Ron Romero was also present. Commissioner Vince Logan was absent. Commissioner Carmine nominated and Commissioner Wheeler seconded that Quinn Adamowski be elected as temporary chair for the rest of the meeting. The Commission unanimously elected Adamowski as temporary chair. The meeting was called to order at 5:01 P.M. Roll call was taken at this time. Eleven commissioners were present. Present Quinn Adamowski, Lori Carmine, Eric Gorder, John Simpson Jr, Peg (Marguerite) Stoiber, David Wheeler, Giovanni Alvarado, Ellis Wright, Donna Franks-Tapley and Deborah Summers Absent Lonnie Posley and Greg Peerbolte 2. APPROVAL OF MINUTES June 21, 2023 Arts Commission Minutes TMP-6191 Attachments: 1906_M_Arts_Commission_23-06-21_Meeting_Minutes Commissioner Romero abstained from voting on the June 21, 2023 minutes. A motion was made by Lori Carmine, seconded by Giovanni Alvarado, to approve COUNCIL MEMO #TMP-6191: June 21, 2023 Arts Commission Minutes. The motion carried by the following vote: Aye: Adamowski, Carmine, Gorder, Simpson Jr, Stoiber, Wheeler, Alvarado, Wright, Franks-Tapley and Summers Absent: Posley and Peerbolte 3. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS 5. NEW BUSINESS A. Update on Recent Resignations and New Commissioners Staff liaison Heitner updated the Commission of recent additions and resignations to the Commission. Commissioner Adamowski provided a general overview of the Commission's history. B. Update on Grants Liaison Heitner provided an overview of the need to spend the IACA GOS FY23 grant by the end of August. Commissioner Adamowski provided an overview of how the Commission Page 1 of 3 Arts Commission Meeting Minutes - Final July 19, 2023 spent the FY22 grant on BiCentennial Park and staff liaison staff salaries, with the intent of receiving back payment for staff salaries that were already budgeted. Adamowski suggested a similar expenditure toward BiCentennial Park and liaison staff salaries might be appropriate for the FY23 grant, provided that the Mayor and City Manager are open to reimbursing the Commission with the FY23 dollars of $18,900 to use at its discretion. Commissioner Carmine asked if the grant funds could be used for lighting of existing murals and artwork. The Commissioners ultimately decided that it might be best to put lighting and other smaller expenditures on a project list for the upcoming grant fiscal year. Commissioner Romero asked if there needs to be a resolution to ensure the funds get released back to the Arts Commission. Romero also asked if there are ways to spend the monies quickly to other entities. The Commission ultimately requested the City Manager approve the strategy to use the grant funds as was done in FY22 with the intent to free up budgeted salary dollars for future Arts Commission use. Commissioner Simpson asked if it would be possible to increase the City's art maintenance budget as well. C. Appointment of Commissioners to Committees Motion by Simpson, seconded by Carmine to approve the recommendation of Commissioner Gorder to the Events and Public Art and Policy subcommittees and Commissioner Romero to the Funding and Bylaws subcommittees. The motion passed unanimously. A motion was made by John Simpson, Jr, seconded by Lori Carmine, to approve the slate of Commissioners to Subcommittees. The motion carried by the following vote: Aye: Adamowski, Carmine, Gorder, Simpson Jr, Stoiber, Wheeler, Alvarado, Wright, Franks-Tapley and Summers Absent: Posley and Peerbolte 6. ADJOURNMENT Commissioner Romero made the motion to adjourn and voted in favor of adjourning the meeting at 6:15 p.m. A motion was made by Ron Romero, seconded by David Wheeler, to adjourn.
