1. ROLL CALL
The meeting was called to order at 5:02 p.m. Wright joined the meeting at 5:10 p.m.

2. APPROVAL OF MINUTES

A motion was made by Lori Carmine, seconded by David Wheeler, to approve
COUNCIL MEMO #TMP-6281: July 19, 2023 Arts Commission Meeting Minutes.
The motion carried by the following vote:
Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler,
Franks-Tapley and Summers
Absent: Adamowski, Posley, Alvarado, Wright and Logan
Abstain: Peerbolte
3. CITIZENS TO BE HEARD ON AGENDA ITEMS
This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a
question and answer period and staff, and the Commission members do not generally respond to public comments. The
City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the
harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.
4. OLD BUSINESS
A. Appointment of Arts Commission Chair
A motion was made by Eric Gorder, seconded by David Wheeler, to appoint Ron Romero as
Chair. The motion carried by the following vote:
Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler,
Franks-Tapley, Peerbolte and Summers
Absent: Adamowski, Posley, Alvarado, Wright and Logan
B. Appointment of Arts Commission Vice-Chair
A motion was made by Greg Peerbolte, seconded by Ron Romero, to appoint Lori Carmine
as Vice-Chair. The motion carried by the following vote:
Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler,
Franks-Tapley, Peerbolte and Summers
Absent: Adamowski, Posley, Alvarado, Wright and Logan
C. Review of IACA GOS FY2023 Grant Expenditures

Heitner provided an overview of the IACA FY2023 grant and explained staff's proposed
direction to expend the grant on the Rialto prior to the end of the grant period . Heitner added
that he has been given direction that the City will reallocate $18,900 for the Commission to
spend before the end of the calendar year. Romero asked if the Commission's receipt of
$18,900 could be put in a Resolution that would be approved by the City Council. The
Commission agreed that this could not be done before the grant period expires . Peerbolte
made a motion to expend the grant as suggested by staff.
A motion was made by Greg Peerbolte, seconded by John Simpson, Jr, to concur with staff's
recommendation to expend the IACA FY2023 GOS grant as directed in the staff memo, with
allocation to the Rialto. The motion carried by the following vote:
Aye: Carmine, Gorder, Simpson Jr, Stoiber, Wheeler, Wright,
Franks-Tapley, Peerbolte and Summers
Absent: Adamowski, Posley, Alvarado and Logan
Abstain: Romero
5. NEW BUSINESS
A. Appointment of Commissioners to Subcommittees
A motion was made by Deborah Summers, seconded by Lori Carmine, to appoint Romero to
Public Art and Policy and Peerbolte to Funding. The motion carried by the following vote:
Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler,
Wright, Franks-Tapley, Peerbolte and Summers
Absent: Adamowski, Posley, Alvarado and Logan

RECOMMENDATION
A. Subcommittee Reports
i. Bylaws

ii. Events
Gorder reported that the Events Subcommittee is still working through goal setting.
iii. Funding
Romero stated the Funding Subcommittee is still working through goal setting. Wright stated
they are looking into developing a streamlined grant reporting template, developing a
long-term strategic funding/finance plan for the Commission, and investigating future funding
sources.
iv. Public Art and Policy
Wheeler stated that Public Art and Policy is still goal setting. Heitner provided an overview of

the City Square central public art piece memo that was distributed. Heitner stated that City
Planner Jayne Bernhard would present some additional direction to the Public Art and Policy
Subcommittee at its next meeting to help develop a formal RFP for the art piece.
Simpson asked if there is a preference as to whether the central art piece would be
permanent or rotated out every few years. Heitner indicated an initial preference might be
given to have a permanent piece installed, but that a temporary piece could potentially be up
for discussion. Franks-Tapley stated that having a temporary piece could allow the
Commission to contribute its monies toward the piece every few years.
Gorder stated that it might be wise to look at certain anchor points for the art piece, in addition
to electrical or water access, if desired. Gorder also stated that a serious public artwork would
likely require a national search.
