APPROVAL OF MINUTES Meeting Minutes for August 16, 2023 TMP-6409 Attachments: Arts Commission_Minutes_Aug_2023 A motion was made by Lori Carmine, seconded by Ellis Wright, to approve COUNCIL MEMO #TMP-6409: Meeting Minutes for August 16, 2023. The motion carried by the following vote: Aye: Adamowski, Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler, Wright and Peerbolte Absent: Posley, Alvarado and Franks-Tapley Abstain: Logan and Grotovsky 3. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. Mural Report Mural Report - Clean TMP-6411 Attachments: City of Joliet Arts Commission Report on Murals_Clean Staff liaison Heitner provided an overview of the discussion on the Mural Report from the Public Art and Policy Subcommittee. Commissioner Adamowski provided a synopsis of the evolution of the Mural Report. Commissioner Peerbolte added that the Joliet Area Historical Museum Page 1 of 4 Arts Commission Meeting Minutes - Final September 20, 2023 will memorialize the FCPA murals in their archives. Heitner added that staff is still looking to finalize funding options for Phase One of the Mural Report recommendations. A motion to recommend the Mural Report to the City Council for approval and adoption was approved unanimously by all in attendance. A motion was made by Greg Peerbolte, seconded by Ron Romero, to recommend the Mural Report to City Council for approval and adoption. The motion carried by the following vote: Aye: Adamowski, Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler, Wright, Peerbolte, Logan and Grotovsky Absent: Posley, Alvarado and Franks-Tapley Mural Report Exhibits TMP-6412 Attachments: Mural Report Exhibits A & B 5. NEW BUSINESS A. Appointment of Commissioners to Subcommittees Commissioners Grotovsky and Logan introduced themselves to the Commission. B. FY2024 Rebuild Illinois Cultural Capital Planning Grant FY2024 Rebuild Illinois Grant Memo TMP-6415 Attachments: FY24 Rebuild Illinois Cultural Capital Planning Grant Program Commissioner Peerbolte provided an overview of the grant's intention. Commissioner Romero asked if cost estimates were needed before submission of the application. Commissioner Adamowski suggested that the amount funded informs what is sought after in an RFP. Heitner stated that he will apply for the grant, with some assistance from Commissioner Peerbolte. A motion was made by Lori Carmine, seconded by Peg (Marguerite) Stoiber, to recommend approval of an application for an FY2024 Rebuild Illinois Cultural Capital Planning Grant, with intent to hire a consultant to examine artistic lighting options in Downtown Joliet. The motion carried by the following vote: Aye: Adamowski, Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler, Wright, Peerbolte, Logan, Grotovsky and Summers Absent: Posley, Alvarado and Franks-Tapley C. 2024 Arts Commission Meeting Schedule 2024 Arts Commission Meeting Schedule TMP-6414 Attachments: 2024 JOLIET MEETING SCHEDULE_Arts Commission_Full Commission Page 2 of 4 Arts Commission Meeting Minutes - Final September 20, 2023 A motion was made by Ron Romero, seconded by Quinn Adamowski, to adopt COUNCIL MEMO #TMP-6414: 2024 Arts Commission Meeting Schedule. The motion carried by the following vote: Aye: Adamowski, Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler, Wright, Peerbolte, Logan, Grotovsky and Summers Absent: Posley, Alvarado and Franks-Tapley 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Subcommittee Reports i. Bylaws No report. ii. Events Commissioner Gorder stated the Events Subcommittee is still formulating goals. Items of discussion included a potential ArtWalk in certain areas of the City. Analysis of spaces that could potentially host a pop-up gallery was also discussed. Lastly, the Subcommittee will further explore collaboration options with the Art Movement and other area arts organizations . iii. Funding Commissioner Romero stated that the lighting grant was discussed at the last subcommittee meeting. Commissioner Peerbolte asked if there was any further direction on potential conflict of interest issues. Heitner stated he will provide additional input by the next month. iv. Public Art and Policy Commissioner Wheeler provided an overview of goals that were discussed at the last subcommittee meeting. a) City Square Sculpture Update Heitner provided an overview of the discussion that took place relative to the City Square Sculpture project. Commissioner Gorder asked if a money amount has been assigned for the sculpture yet. Heitner stated that staff is still working on finalize a sculpture amount estimate. b) Public Art Policy Update Commissioner Wheeler stated that the subcommittee is still analyzing the draft of the Public Art Policy. v. FY2024 Route 66 DCEO Grant Program Ideas FY2024 Route 66 Grant DCEO TMP-6420 Attachments: Arts Commission FY24 Route 66 DCEO Grant Heitner and Commissioner Peerbolte provided an overview of the Route 66 DCEO Grant. Potential opportunities the City is exploring were presented to the Commission for consideration. Adamowski suggested that signage and wayfinding grant opportunities be explored. Heitner asked the Commission to consider other potential arts and culture grant opportunities within the next month. Romero asked if the City Square sculpture could be funded with this grant opportunity. Peerbolte stated that the aggressive turnaround time likely would not allow the sculpture to be a good candidate this year. Improvements to the Broadway greenery were supported by the Commission. 7.
