ROLL CALL The meeting was called to order at 5:04 p.m. on Wednesday, October 18, 2023. Present Lori Carmine, Eric Gorder, John Simpson Jr, Peg (Marguerite) Stoiber, Ron Romero, David Wheeler, Giovanni Alvarado, Ellis Wright, Vince Logan , Tom Grotovsky and Deborah Summers Absent Quinn Adamowski, Donna Franks-Tapley, Greg Peerbolte and Lonnie Posley 2. APPROVAL OF MINUTES Attachments: Sept 2023 Arts Commission Minutes Commissioner Grotovsky noted that he wasn't listed on the roster for the September meeting. Staff liaison Heitner noted that he listed Grotovsky as a participant in the minutes. A motion was made by John Simpson, Jr, seconded by Ellis Wright, to approve COUNCIL MEMO #TMP-6542: Meeting Minutes for September 20, 2023. The motion carried by the following vote: Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Wheeler, Alvarado, Wright, Logan, Grotovsky and Summers Absent: Adamowski, Franks-Tapley, Peerbolte and Posley 3. CITIZENS TO BE HEARD ON AGENDA ITEMS No members of the public were in attendance. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. Mural Report Update Heitner stated that he is still working through funding options for Phase 1 implementation in 2024 before taking the report adoption to the City Council. Commissioner Romero stated that additional murals have likely been eroded down into the "Poor" status. Heitner agreed, but stated that future edits to the report could be made in the future. B. FY24 Rebuild Illinois Cultural Capital Planning Grant Update Heitner stated that authorization for the Cultural Capital Planning Grant was not taken to the City Council, per staff direction he received. Heitner stated that he will still be applying for the grant by the October 25, 2023 deadline. Page 1 of 3 Arts Commission Meeting Minutes - Final October 18, 2023 C. FY2024 Route 66 DCEO Grant Program Ideas Heitner stated that the deadline for submittal of Route 66 DCEO grant program ideas had passed, but that if Commissioners have ideas for next year, the Commission can try to proactively plan for those ideas. D. Discussion on Conflicts of Interest Heitner referenced the City's Code of Ethics as it pertains to conflict of interests, but has asked the City's Legal Department to still advise on interpretation of the Code. Commissioner Romero added that the Bylaws references conflict of interest with respect to disqualifying oneself from voting on items with a potential conflict of interest. 5. NEW BUSINESS 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Subcommittee Reports i. Bylaws No report. ii. Events Commissioner Gorder stated the subcommittee is looking into creation of a poet laureate position for the City. The position would promote literacy throughout the city. The subcommittee also discussed possible implementation of an artist corridor at 3-4 different times throughout the year. The subcommittee discussed postponing a formal artwalk, given logistical challenges with Downtown roadway construction. The subcommittee also discussed putting together a pop-up art gallery event. iii. Funding Commissioner Romero provided an overview of the Commission's grant status and also coming up with a method for artists to apply for projects from the Commission's art fund. iv. Public Art and Policy Commissioner Wheeler provided an update on the formulation of the Public Art Policy.
