During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Deb Summers attended via phone Present Chairperson Quinn Adamowski, Eric Gorder and Deborah Summers Absent Peg (Marguerite) Stoiber APPROVAL OF MINUTES None CITIZENS TO BE HEARD ON AGENDA ITEMS None NEW BUSINESS Page 1 of 3 Arts Commission - Arts Incubation Meeting Subcommittee Minutes - Pending Approval February 17, 2021 Review existing public art plans, maps and documents Chairman Gorder begins reviewing mural and sculpture books and notes that no other documentation of existing public art plans exists. Opens discussion for how to address public art plans. Murals are noted as a primary concern. Summers questions the purpose of starting with murals and what the subcommittee intends to do. Yes to documenting what is present, their current state. Some discussion of maintenance cost and timeline. Adamowski suggests taking inventory and pivoting the existing murals to tell Joliet’s story as its seen in 2021 or replace all together. Subcommittee agrees that in general most murals may be irreparable or cost prohibitive to repair. How to go about abating murals becomes a question-who ultimately decides what replaces it? Subcommittee agrees the public will need to weigh-in somehow. Statues become the next subject, their permanence, condition, etc. Overall inventory needed for statues including their purpose, why these subjects were chosen. Also need to review placement of statues, their purpose and functionality in that location and explore potential relocation. Subcommittee discussed the need to involve past members of Friends of Community Public Art/original artists in order to gain an understanding of history and subject matter of statues/murals were chosen. SBCM agrees that any discussion with FCPA is strictly input and not decision based. SBCM revisits possible public commentary or hearing, how to address, potential challenges from the public. Discussion: What should we present to the Full Commission at the February Meeting Subcommittee agrees it will provide a recap of topics discussed above. Adamowski asks what the next steps for the group should be. Adamowski suggests reaching out to FCPA for input. Subcommittee decides to start finding past FCPA local members to discuss. Subcommittee is curious how to go about collaborating on reaching out to original artists, asks if a collaborative document like a Google doc can be used. Liaison will look into this. For Action: Recommendation of new chairperson for Arts Incubation Subcommittee Current Chairman Eric Gorder shares he will step down as chairman. Summers and Gorder agree Adamowski will be best replacement. All agree to nominate Adamowski at Commission meeting. NOTE: There is a new temporary procedure for public speaking. PUBLIC COMMENT Erick Dorris of 624 Francis St. asks the subcommittee about the previously budgeted $10,000 for public art maintenance and if the subcommittee plans to make recommendations to Council about allocation of funds. Subcommittee agrees to review the fund's availability and if it is not in the 2021 budget, how to reestablish for 2022. NOTE: There is a new temporary procedure for public speaking.
