City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Thursday, March 25, 2021 4:30 PM City Hall, Council Chambers Arts Commission - Arts Incubation Subcommittee Committee Members Quinn Adamowski Eric Gorder Peg (Marguerite) Stoiber Deborah Summers Arts Commission - Arts Incubation Subcommittee Meeting Minutes - Final March 25, 2021 Page 1 of 1 Arts Commission - Arts Incubation Subcommittee Meeting Minutes - Final March 25, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Deborah Summers present on phone Present Chairperson Quinn Adamowski, Eric Gorder, Peg (Marguerite) Stoiber and Deborah Summers APPROVAL OF MINUTES A motion was made by Stoiber, seconded by Gorder, that the February 17, 2021 meeting minutes be approved. OLD BUSINESS Discussion of established murals There was continued discussion on the existing murals and the need to assess their condition from worse to best, with the goal of repairing, replacing, or re-imagining the space. Consensus was that we need a plan to present to the City Council. This Committee will survey the current murals, photograph them, and determine their condition. Working with public input and members of the City Council, this Committee will eventually create a set of criteria to aid in the decisions on the future of the current murals. NEW BUSINESS Page 1 of 2 Arts Commission - Arts Incubation Subcommittee Meeting Minutes - Final March 25, 2021 Discussion of mural concepts In addition to murals painted on walls, there are murals painted on wood panels. The committee recognizes that there could be other possibilities for new murals. We recognize three current and possible types of “canvasses” for future mural work: the decaying murals on walls and panels, the empty sides of buildings in the downtown area, and the many places around the city’s far East and West sides that could use attention. The Committee discussed working with the City Council to create a process for artists, businesses, and other interested individuals to “apply” for the creation of a mural on specific sites. This would be in line with current City ordinances regarding signage. Quinn Adamowski will look into the practices of other cities like Joliet regarding their public art and what works for them. We will consider how their practices could work for us. Discussion of potential subcommittee members Incubation Committee members will contact associates who might be good additions to our work, will send the names and resumes to Katie and will discuss potential members at our next meeting. Discussion of established meeting dates The Incubation Committee will meet at least once a month and perhaps every two weeks in the near future. The next two meetings are scheduled for Thursday, April 8 at 4:30 and Wednesday, April 21 at 4:00.
