City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Thursday, April 8, 2021 4:30 PM City Hall, Council Chambers Arts Commission - Arts Incubation Subcommittee Committee Members Quinn Adamowski Eric Gorder Peg (Marguerite) Stoiber Deborah Summers Arts Commission - Arts Incubation Subcommittee Meeting Minutes - Final April 8, 2021 Page 1 of 1 Arts Commission - Arts Incubation Subcommittee Meeting Minutes - Final April 8, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Deb Summers in attendance via phone. Present Chairperson Quinn Adamowski, Eric Gorder, Peg (Marguerite) Stoiber and Deborah Summers APPROVAL OF MINUTES A motion was made by Stoiber, seconded by Gorder, that the March 25, 2021 meeting minutes be approved as presented. The motion carried unanimously. TMP-1332 Attachments: 0325 meeting minutes for approval CITIZENS TO BE HEARD ON AGENDA ITEMS None. NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Commission members do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the committee shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. OLD BUSINESS Discussion of Established Murals This committee will first focus on assessing the condition on the 28 murals listed in the book Murals - The Great Walls of Joliet. The murals were divided among each member to be photographed and assessed, hopefully by the next meeting on April 21. Members were provided with a condition checklist to aid in their process. Page 1 of 2 Arts Commission - Arts Incubation Subcommittee Meeting Minutes - Final April 8, 2021 Mural Condition Assessment Form After a discussion about how to best judge mural condition, it was decided that members would also view the murals in another commissioner’s group, and that comments could be written on the bottom of the condition form. Murals not listed in the Great Walls of Joliet book will be considered later. Committee Member Assignments of Assessment Using the existing locations listed in the Great Walls of Joliet book, the committee divides up visiting each mural and assessing its condition to the best of their ability before the next meeting on April 21, 2021. Recommendation of Non-Voting Subcommittee Members Non-voting sub-committee members will be interested citizens who may have specific expertise that is needed by the Committee. At the next Joliet Arts Council meeting - April 21, - Greg Peerbolte will be brought forward to be voted on as a non-voting sub-committee member.
