City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Wednesday, March 24, 2021 4:00 PM City Hall, Conference Room 1 Arts Commission - Arts Innovation Subcommittee Committee Members: Quinn Adamowski Eric Gorder Jennifer Moore Peg Stoiber Arts Commission - Arts Innovation Subcommittee Meeting Minutes - Final March 24, 2021 Page 1 of 1 Arts Commission - Arts Innovation Subcommittee Meeting Minutes - Final March 24, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Chairperson Lori Carmine, Lauren Las and John Simpson Jr Absent Jennifer Moore APPROVAL OF MINUTES CITIZENS TO BE HEARD ON AGENDA ITEMS None NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Commission members do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the committee shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. OLD BUSINESS Discussion: Web Page Lori Carmine provided the subcommittee an update on the webpage as it progresses and can now focus on what the content should be. All agreed putting every active artist in the community is too much content to maintain. The Subcommittee also discussed the concept of a call board for projects or gigs would be more appropriate. The subcommittee agreed this "call for artists" is probably the best option for now. Discussion: Logo The subcommittee discussed that the original concept for a commission logo would be a contest. Las commented that a contest may feel like a request for free work, which is contrary to the purpose of the commission. Other factors considered was branding consistent with the City, funding challenges, who ultimately chooses the final logo. Las agrees to create guidelines and timeline for the contest ad send to each subcommittee member for review at the next April meeting. Las stated that with the funding subcommittee working with the CCP this is a similar project. The group agreed to let the funding subcommittee move forward with the downtown/CCP project. NEW BUSINESS What is our directive? Are we following it? The subcommittee reviews the initial goals laid before them and remarks on the progress made for each: the website has made significant progress and featured artists are suggested as a next step. A logo has been discussed and a contest for its creation was discussed earlier. John Simpson suggests a social media presence to involve the public/community. Lori Carmine agrees to look into the City's social media presence with a possibility of providing updates. ADJOURNMENT A motion was made by Las, seconded by Simpson, Jr, that the March 24, 2021 meeting be adjourned. The motion carried unanimously. This meeting will be held in an accessible location.
