1. ROLL CALL
The meeting was called to order at 4:00 p.m.
Present John Simpson Jr, Ellis Wright, Lori Carmine, David Wheeler
and Eric Gorder
Absent Donna Franks-Tapley and Giovanni Alvarado
2. APPROVAL OF MINUTES

A motion was made by Lori Carmine, seconded by David Wheeler, to approve
COUNCIL MEMO #TMP-6541: Meeting Minutes for September 20, 2023. The
motion carried by the following vote:
Aye: Simpson Jr, Franks-Tapley, Wright, Carmine, Wheeler and
Gorder
Absent: Alvarado
3. CITIZENS TO BE HEARD ON AGENDA ITEMS

4. OLD BUSINESS
A. Poet or Playwright Laureate Discussion
Commissioner Carmine stated that Urbana has a Poet Laureate program that the City could
model. The position would mostly be an advocate for local arts. The position would require a
formal application process. The subcommittee talked about unveiling the request for a poet
laureate at the January Playwright's and Poets Festival.
Commissioner Gorder stated that he would perform some additional background research on
the idea, and see if a summary/RFP could be developed by the next meeting. Commissioner
Carmine stated she would check with the Library to see if they might be interested in
partnering with the event.
B. Artist Corridor Discussion
The subcommittee discussed the possibility of having an artist corridor event at either the
Library or at City Hall 3-4 times per year. The event would feature the work of one local artist,
spread throughout the corridor (hallway). Additional locations were discussed further.

Commissioner Simpson asked who would install and take down art. Commissioner Gorder
stated that a contract with the artist was likely necessary to stipulate art installation and
insurance provisions.
The subcommittee discussed having an event ready for the second quarter of 2024. More
research on the idea will be completed before the November meeting.
C. Art Walk Planning
The subcommittee agreed that it might be best table an artwalk event, given the logistical
challenges with pending Downtown roadway construction. The subcommittee felt an event in
2026 might be more realistic. A potential future location would be the City Square when it is
completed.
D. Pop-Up Art Gallery Discussion
Commissioner Gorder presented an overview of the pop-up gallery concept. Heitner stated
that he is trying to schedule a meeting with a Planner in Mundelein to discuss a recent pop- up
gallery event its Arts Commission has planned.
E. Arts Events Marketing
The subcommittee did not list any new events that needed to be advertised this month .
