1. ROLL CALL
The meeting was called to order at 4:00 p.m.
Present John Simpson Jr, Donna Franks-Tapley, Ellis Wright, Lori
Carmine, David Wheeler and Eric Gorder
Absent Giovanni Alvarado
2. APPROVAL OF MINUTES

A motion was made by Lori Carmine, seconded by David Wheeler, to approve
the Meeting Minutes for October 18, 2023. The motion carried by the following
vote:
Commissioner Gorder also approved the minutes.
Aye: Simpson Jr, Franks-Tapley, Wright, Carmine and Wheeler
Absent: Alvarado
3. CITIZENS TO BE HEARD ON AGENDA ITEMS
None.

4. OLD BUSINESS
A. Poet or Playwright Laureate Discussion
Discussion was had about the potential designation of a City Poet Laureate. Commissioner
Carmine conducted some background research on the topic.
Commissioner Gorder prepared a rough draft of an application for a potential laureate . Initial
proposal is for a two-year term with a stipend of $1,500 for the two-year term. The potential
laureate would be tasked with creating original poetry inspired by the City of Joliet and
attending 10-15 events as an advocate for the City's literary and arts community. The
Subcommittee discussed announcing the application for the Laureate position in January at
the Poets and Playwrights Festival, with a potential opening of the application in February.
The goals would be to have the Playwright selected and presented to the City Council in July
or August of 2024. Staff Liaison Heitner stated that he would try to follow up with some
answers to technical questions he has on the application.
Ellis Wright joined the meeting at 4:10 p.m.

B. Artist Corridor Discussion
Commissioner Carmine explained the concept behind the Artist Corridor project, which would
involve installation of artwork from a selected artist at a public place, to be featured on a
quarterly basis.
Commissioner Simpson asked if each location would be required to have an insurance policy
for this type of exhibition.
The Subcommittee discussed a potential 2nd or 3rd quarter rollout of the event. The
Subcommittee talked about potential artist talks at each opening. Discussion continued on
potential locations and whether items could be for sale.
C. Pop-Up Art Gallery Discussion
Staff Liaison Heitner provided an overview of his discussion with Mundelein's staff on their
recent pop-up gallery event. The Subcommittee expressed interest in the event, but agreed
that additional planning and time was likely necessary to pull off a successful event.
