1. ROLL CALL
Commissioner Gorder made a motion, which was seconded by Commissioner Wheeler, to
allow Commissioner Adamowski to attend remotely pursuant to the terms of the Illinois Open
Meetings act. The motion carried 5-0, with Commissioner Simpson abstaining.

Lori Carmine, Eric Gorder and Ron Romero

2. APPROVAL OF MINUTES

A motion was made by Ron Romero, seconded by Eric Gorder, to approve the
September 6, 2023 meeting minutes. The motion carried by the following vote:
Aye: Wheeler, Stoiber, Adamowski, Carmine, Gorder and Romero
Absent: Simpson Jr
3. CITIZENS TO BE HEARD ON AGENDA ITEMS
No members of the public were in attendance.

question and answer period and staff, and the Commission members do not generally respond to public comments. The
City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the
harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.
4. OLD BUSINESS
A. Subcommittee Goals
Heitner presented several outstanding items from the previously reviewed draft RFP that still
need further staff consideration before being revised into the next draft of the RFP .
Discussion ensued as to whether a permanent or rotating sculpture would be better for this
location. The subcommittee also discussed whether smaller art pieces could be changed out
within City Square over time if a permanent piece is located at the signature sculpture
location.
Heitner also presented a word cloud of themes that were originally discussed during the first
several Arts Commission meetings to highlight themes for Joliet art, culture, and heritage.
Heitner asked the subcommittee to further analyze what artistic or cultural themes it might
want included in the RFP. Commissioner Romero added that the City Center Partnership is
currently investigating a rebrand of Downtown Joliet. The subcommittee discussed whether
any future themes associated with City Square art could align with future rebranding efforts .

Commissioner Simpson asked if multiple pieces could potentially be located on the signature
sculpture piece pad. It is believed that multiple pieces would be allowed as long as they fit
within the prescribed area dimensions given on the RFP.
i. City Square Sculpture RFP
Heitner presented several outstanding items from the previously reviewed draft RFP that still

questions on the RFP from potential applicants after it is released.

ii. Joliet Arts Commission - Public Art Policy Update
Commissioner Romero provided an overview of the draft Policy. Commissioner Carmine
added that there needs to be a simpler way to explain how public art might be installed .
Carmine then asked if Zoning regulations need to be incorporated into the Policy. Carmine
stated that they Commission should not have to approve every single piece of public art .
The subcommittee then discussed if the Policy as written would add a great deal of staff or
Commission time to review art proposals as written in the Policy.
Commissioner Carmine ultimately called for something that is more simplified than the current
draft. Carmine also asked if more language could be added that distinguishes what would or
would not require Arts Commission approval as it pertains to proposed public art.
Heitner stated he would like more time to review the draft Policy against the zoning ordinance .

The subcommittee agreed to meet next on Wednesday, November 8th at 5:00 p.m.
