ROLL CALL The meeting was called to order at 5:00 p.m. Present David Wheeler, Peg (Marguerite) Stoiber, John Simpson Jr, Lori Carmine and Ron Romero Absent Quinn Adamowski and Eric Gorder 2. APPROVAL OF MINUTES A motion was made by John Simpson, Jr, seconded by Lori Carmine, to approve the October 11, 2023 meeting minutes. The motion carried by the following vote: Aye: Wheeler, Stoiber, Simpson Jr and Carmine Excused: Romero Absent: Adamowski and Gorder Attachments: Public Art & Policy_Mtg Minutes_10.11.2023 3. CITIZENS TO BE HEARD ON AGENDA ITEMS No citizens were in attendance. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. Subcommittee Goals i. City Square Sculpture RFP Attachments: Draft RFP for City Square Signature Sculpture_Nov.8.2023 Staff liaison Heitner provided an update of the sculpture RFP. Heitner asked if the subcommittee is content with removing the suggested thematic language from the RFP. Stoiber suggested that leaving in language that suggests the sculpture should reflect the culture of Joliet be left in place. Heitner asked if the subcommittee was comfortable with staff's suggested design specifications. The subcommittee was comfortable with these specifications, which would require a 20-ft. in diameter circular pad for the signature sculpture. Stoiber suggested that language be inserted that requires the sculpture to be within the 20-ft. circular pad area. Discussion was also had about the potential need for a knee-wall that might deter people from climbing on the sculpture, if the artist's intent is for it to be a non-interactive piece. Page 1 of 3 Arts Commission - Public Arts and PolicyMeeting Minutes - Final November 8, 2023 Heitner also added that language pertaining to sculpture lighting will need to be fine-tuned as staff learns more about the lighting plan to the entire square . Heitner added that staff intends to remove language limiting all of fabrication and construction off-site, as some on-site assemblage and work might be allowed. Additional discussion was had on the evaluation criteria for future submissions. Heitner added that the desire from staff would be to issue the RFP in the first quarter of 2024. Romero motioned and Stoiber seconded to move the Draft RFP to the full Commission for review. The motion passed by a vote of 5-0. Simpson left the meeting at 5:57 p.m. A motion was made by Ron Romero, seconded by Peg (Marguerite) Stoiber, to recommend for approval COUNCIL MEMO #TMP-6640: Draft RFP for City Square Sculpture for full Commission consideration. The motion carried by the following vote: Aye: Wheeler, Stoiber, Simpson Jr, Carmine and Romero Absent: Adamowski and Gorder Attachments: City Square Sculpture. Site Plan. Perspective. Specs ii. Joliet Arts Commission - Public Art Policy Update Attachments: Public Arts Policy draft 1_RH.edits The subcommittee agreed that advancing the Draft Public Art Policy to the full Commission would be the best course of action. A motion was made by Ron Romero, seconded by David Wheeler, to recommend for approval COUNCIL MEMO #TMP-6634: Public Art Policy Draft to the full Commission for review. The motion carried by the following vote: Aye: Wheeler, Stoiber, Carmine and Romero Excused: Simpson Jr Absent: Adamowski and Gorder 5. NEW BUSINESS None. A. Scheduling of Next Meeting The subcommittee agreed to meet Dec. 13th at 5 p.m. 6.
