ROLL CALL The meeting was called to order at 5:00 p.m. Present David Wheeler, Peg (Marguerite) Stoiber, Quinn Adamowski, John Simpson Jr, Lori Carmine, Eric Gorder and Ron Romero 2. APPROVAL OF MINUTES Attachments: Public Art & Policy_Mtg Minutes_11.08.2023 A motion was made by Ron Romero, seconded by David Wheeler, to approve COUNCIL MEMO #TMP-6904: Meeting Minutes - November 8, 2023. The motion carried by the following vote: Aye: Wheeler, Stoiber, Adamowski, Simpson Jr, Carmine, Gorder and Romero 3. CITIZENS TO BE HEARD ON AGENDA ITEMS None. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. Joliet Arts Commission - Public Art Policy Discussion Staff Liaison Heitner provided an overview of the funding allocation available for the Arts Commission in 2024. Commissioner Adamowski asked for clarification on the status of past grant funds. Heitner then presented an overview of the Poet Laureate RFQ and stated that $ 1,500 would be budgeted for expense on that item this year. Commissioner Romero asked if reporting could be provided on past expenditures put toward Art Maintenance. Heitner stated that he can have those reports put together for the next Funding Subcommittee meeting. Heitner then provided an overview of the Public Art Master Plan concept. Commissioner Adamowski asked if the $40,000 can be used elsewhere if a Master Plan is not pursued. Heitner stated he thought those dollars could be transferred elsewhere but that he would need to confirm that with Finance. Commissioner Adamowski asked if there could be two tracts to have a shorter term Policy written in-house while also pursuing a long-term Public Art Master Plan. Commissioner Romero stated his preference for cooperating with other arts-oriented entities Page 1 of 3 Arts Commission - Public Arts and Policy Meeting Minutes - Final-revised February 7, 2024 in Joliet and using existing funds to stimulate new projects. Commissioner Simpson asked if a better estimate on Master Plan cost could be produced. Heitner stated he would follow up. Commissioner Romero asked who would draft such a plan. Heitner responded by saying generally Planning and Architecture firms would provide consultant expertise. Heitner then provided an update on the staff's plan to remove murals near the Slammers Stadium. Update on Illinois Cultural Capital Grant Application Staff Liaison Heitner informed the subcommittee that the City was not awarded the Cultural Capital grant for a vendor to examine the feasibility of implementing lighting art. Commissioner Romero asked if the Commission could explore options with local artists to provide lighting in these spaces without a study in advance. Heitner stated that option should be explored. C. Community in Policing Sculpture Staff Liaison Heitner provided a history of the Community Policing Sculpture and asked the Subcommittee if IAC GOS grant monies could be put toward refurbishing of the sculpture. Commissioner Adamowski suggested the Commission reach out to the FOP to see if they would be willing to help with restoring the sculpture. Commissioner Simpson asked if the Arts Commission could see if there was an opportunity to transport the sculpture to and from the artist's workshop or if the City needs to oversee that work. Commissioner Romero made a motion to use a combination on grant monies and partner with other partner organizations to help refurbish the Community Policing Sculpture. NEW BUSINESS A. George Mikan Statue Staff Liaison Heitner provided a brief update on the need to refurbish the Mikan sculpture . Heitner said that he would provide more details in the coming weeks. B. Phase One Mural Deaccessioning Staff Liaison Heitner stated that mural removal has been elevated by the Mayor and City Council and that staff is taking steps to use administrative manpower to remove several murals near the Slammers Stadium. C. Scheduling of Next Meeting The Subcommittee agreed to hold its next meeting on March 6 at 5 p.m. 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None. 7. PUBLIC COMMENT None.
