Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce &
Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting
to 50 people or less (Council Chambers allows for 18 members of the public) while adhering
to social distancing guidelines. During meetings, any member of the public physically present
in the Council Chambers in excess of the limit will be asked to wait in another room with live
feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

Diversity & Community Relations
Councilwoman Gavin gave an overview and explanation of the items discussed at the
Thursday, August 13, 2020 Diversity and Community Relations Committee Meeting.
A brief discussion was held regarding the snow removal program. There was a call for
volunteers to participate in the program.
Finance
Councilman Turk gave an overview and explanation of the items discussed at the Tuesday,
August 18, 2020 Finance Committee Meeting.

Director of Public Utilities Allison Swisher briefly discussed the alternative water source
program financial update.
Councilman Mudron discussed the proposed renewal of the property and casualty coverage .
A brief discussion was held regarding the considered insurance carriers, loss revenue from
the riverboats, and the claim denial of loss income from the riverboats due to a viral
exemption on the policy.
Additional discussion was held regarding COVID money distribution currently held by Will
County.
Land Use & Legislative/Public Safety
Councilwoman Quillman gave an overview and explanation of the items discussed at the
Thursday, August 13, 2020 combined meeting of the Land Use & Legislative and Public
Safety Committees. She highlighted a discussion held with Congressman Foster concerning
body cameras for the police department.
Public Service
Councilman Hug gave an overview and explanation of the items discussed at the Monday,
August 17, 2020 Public Service Committee Meeting.

CITY MANAGER:
Interim City Manager James Hock discussed the storm damage as a result of the high winds
on Monday, August 10, 2020.
A brief discussion was held regarding the possibility of the area being declared a disaster.
NEW BUSINESS (Not for Final Action or Recommendation):
Councilman Hug briefly discussed commercial insurance coverage.
Interim City Manager briefly discussed services provided by the City.
Councilman Mudron briefly discussed an audit letter received for the Rialto Square Theatre
received by Interim City Manager James Hock and informed the Mayor this item will be
discussed at the September Finance Committee.
Councilwoman Gavin discussed small business grants available through Will County.
Mayor O'Dekirk briefly discussed providing free parking for downtown business.

Jerry Hervey shared his opinions concerning changes to the operation of the police
department.
MAYOR AND COUNCIL COMMENTS:
Councilman Dickinson thanked City employees and ComEd employees for their work to
restore the City from the storm on the August 10, 2020.
Councilman Hug also thanked City employees for their work. He also thanked City residents
for their assistance during the storm.
Councilwoman Quillman also thanked City employees and residents. She highlighted the 100
year anniversary of the passing of women's right to vote and reminded everyone to complete
the 2020 Census. She wished everyone a safe Labor Day.
Councilman Turk, Mudron, Morris and Councilwoman Reardon concurred with sentiments
expressed by the other council members.
Councilwoman Gavin highlighted Margie Wood's street naming ceremony. She also thanked

City staff as well as gentlemen from the Parkview neighborhood for their clean up of tree
debris. She highlighted the Labor of Love food pantry and thanked ComEd workers for
helping to restore power due to the storm.
Mayor O'Dekirk also highlighted Margie Wood's street naming ceremony, ComEd food
reimbursement, and storm clean-up by City street crews and citizens. He expressed his
condolences to Rick Goepper's family.
CLOSED SESSION to discuss the following subjects:
A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Sherri
Reardon, to enter into closed session to discuss personnel, collective bargaining, land
acquisition or conveyance, pending or threatened litigation after which the meeting will be
