The Governor’s Office and the Illinois Department of Public Health activated the mitigation
plan for Region 7, effective August 26, 2020. Region 7 includes Will and Kankakee counties.
The new Region 7 mitigation plan limits in-person meetings to 25 people or 25% of overall
room capacity (whichever is less). Council Chambers allows for 13 members of the public
while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in
excess of the limit will be asked to wait in another room with live feed to the meeting until the
Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting
has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

discussed at the Tuesday, September 1, 2020 Public Safety Committee Meeting.
Dave Braner, Chief Information Officer, gave a brief update on in-car videos, body cameras,
and tasers for the police department.

CITY MANAGER:
The Interim City Manager James Hock gave an update on the repair to the Jefferson Street
bridge.
A brief discussion was held regarding the conversion of the Cass Street and Jefferson Street
bridge into two-way streets.

Jerry Hervey and Councilwoman Gavin briefly discussed community concerns.
Dan Kallan spoke regarding 71 N. Ottawa Street and the old Barrett's Hardware store.
Interim City Manager briefly discussed the removal of the debris from this location.
Mayor O'Dekirk requested an update on the project at the old Barrett's Hardware store
location.
MAYOR AND COUNCIL COMMENTS:
Councilwoman Quillman wished everyone a fun and safe Labor Day.
Councilman Turk requested Mr. Hock give an update on the previous location of the Senor
Tequila building on Jefferson Street.
Councilman Mudron thanked everyone for their continued hard work cleaning up the storm
debris. He wished all students good luck with the challenges they are facing with e-learning
due to COVID-19.
Councilman Morris briefly discussed the combined Land Use and Legislative and the Public
Safety Committees' meeting.
