The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the
State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is
limiting in person attendance in the council chambers to 10 people.
During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with
a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the
Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow
everyone an opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov

Mr. Wooten gave a brief overview of his past history and his work with Joliet.
A lengthy discussion was held regarding Mr. Wooten's proposed appointment to
the Council, the City's two competing statutes in our ordinances, and procedures
for council position vacancy procedures.
A motion was made by Councilman Larry E. Hug, seconded by Councilman
Terry Morris, to appoint Todd Wooten to the vacant position of
Councilman-at-Large.
The motion failed by the following vote:
Aye: Councilman Larry E. Hug, Councilman Terry Morris and
Councilwoman Jan Hallums Quillman
Nay: Councilwoman Bettye Gavin, Councilman Pat Mudron,
Councilwoman Sherri Reardon and Councilman Michael F.

CITY MANAGER:
The City Manager gave accolades to TY Lin for construction of the Gateway Center.
He then discussed the budget meeting will be held on December 7th and asked for a motion
to set a Public Hearing for the budget for December 14, 2020.
A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman
Michael F. Turk, to approve the scheduling of the Public Hearing for the City's budget on
Monday, December 14, 2020.

process for the vacant Council position.
In response to Councilwoman Quillman's question, the Interim City Manager stated staff
would follow-up with Mr. Alston concerning his flooding issue which he brought before Council
at Monday's Pre-Council Meeting.
Councilwoman Reardon thanked Councilman Dickinson for his service.

Mayor O'Dekirk highlighted the honorary street naming ceremony for Reverend Hamilton,
