Desiderio City Council Meeting Meeting Minutes - Final February 16, 2021 Page 1 of 1 City Council Meeting Meeting Minutes - Final February 16, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Turk Abstain: Mayor Robert O'Dekirk CITY MANAGER: City Manager James Capparelli gave an update on the COVID vaccinations led by the Joliet Fire Department. He also gave an update on snowplowing and the City's salt level. In addition, he informed the Council that the governor declared the state as a disaster due to the winter storms. Mr. Capparelli also announced Interim Police Chief Dawn Malec as the permanent Police Chief. NEW BUSINESS (Not for Final Action or Recommendation): In response to Councilwoman Gavin's questions, the City Manager informed her that he would be doing more research on alley, cul de sacs, and street closures. Mayor O'Dekirk gave an update on snowplowing concerns for cul de sacs. He requested the Public Service Committee take a look at a way to expand the Senior's Snow Removal Page 11 of 13 City Council Meeting Meeting Minutes - Final February 16, 2021 Program for next season since this year the program only covered five snow removals for the season. The Mayor requested a solid policy concerning the on-street parking ordinance for snow events two inches or greater be established prior to the next winter season. In response to Mayor O'Dekirk's inquiry about possibly expanding the Board of Fire and Police Commissioners' oversight to include Citizens Review Board, a brief discussion was held regarding the addition of members to the board and how to add additional responsibilities . PUBLIC COMMENTS: James Lanham asked Council to pass a referendum asking Governor Pritzker to vote no on HB3653 Police Criminal Justice Reform Bill and discussed possible consequences if the bill passes. Garland Mays thanked the Streets and Sanitation Department for their hard work on a recent water main break. He also spoke about marijuana tax dollar allocations and filled positions from February 12, 2021. NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. MAYOR AND COUNCIL COMMENTS: Councilwoman Quillman thanked the Roadways crews for the recent snow removal. Councilman Turk briefly discussed the revitalization of Jefferson Street and requested a status report on the Senior Tequila property. Councilwoman Reardon thanked the Fire Department and nurses for the COVID vaccinations and Roadway crews with snow removal. Mayor O'Dekirk thanked MMD for keeping vehicles working and the Street Department for snow clean-up. He thanked the volunteers (nurses and Fire Dept.) for their dedication in administering the COVID vaccinations. Councilwoman Quillman briefly discussed the vaccination process at Joliet West High School. Chief Blaskey stated 935 vaccinations were given today alone. He also thanked the volunteers as well as Deputy Chief Carey. ADJOURNMENT: A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri Reardon, to adjourn.
