CITY MANAGER:
The City Manager thanked all those involved in the firefighter contract negotiations. He stated
negotiations are underway for the contract with ASCME.
NEW BUSINESS (Not for Final Action or Recommendation):
In response to Councilman Hug's question, the City Manager confirmed the passage of an
award of contract for chlorine.
Councilwoman Reardon briefly spoke regarding the procedures for the closure of alleys
discussed at the February 3, 2021 Land Use and Legislative Committee meeting.
Mayor O'Dekirk highlighted a tour taken with other community leaders, Allison Swisher -
Director of Public Works, and Chicago Mayor Lori Lightfoot to the Eugene Sawyer purification
plant.
PUBLIC COMMENTS:
Trista Brown spoke regarding bodies found in the DesPlaines River and deaths at Riverwalk.
She requested the Joliet Police Department investigate these deaths.
Robin Anderson spoke regarding the death of her daughter Ravin Littlejohn, circumstances
regarding her death, and asked for justice for her daughter.
Doris Jones, Ravin's Godmother, spoke regarding the death of Ravin Littlejohn and asked for
an investigation of her death.
John Sheridan spoke regarding the closure of the alley in the Cunningham neighbor and the
re-opening of the same alley.
A resident spoke regarding the affects of drugs on the city and also requested there be an
investigation into the death of Ravin Littlejohn.

Jerry Hervey spoke regarding Council disagreements and needing to work together.
A brief discussion was held regarding the disagreement at the Pre-Council Meeting.
Mary Beth Gannon spoke regarding safety in her neighborhood and single family rental
inspections.
Kathy Spieler concurred with the need for a NOPT Officer in the Reedwood neighborhood .
She also spoke in favor of single family rental inspections and alley closures.
MAYOR AND COUNCIL COMMENTS:
Councilman Hug expressed his condolences to Ms. Anderson for the death of her daughter.
A brief discussion was held regarding the reopening of the Jefferson Street bridge .
Mayor O'Dekirk highlighted the Joliet Pride event, Movie Night at the prison, Tunes and Brews
on Route 66 event, Sylvania Women's Union event, ground breaking of Cassidy Best One
Tire on Route 6, and BioLife ribbon cutting. He also congratulated firefighter Matt Fleck as the
recipient of the Firefighter of the Year Award.
CLOSED SESSION:
A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums
Quillman, to enter into closed session to discuss personnel, collective bargaining, land
acquisition or conveyance, pending or threatened litigation after which the meeting will be
adjourned.
