Director of Finance James Ghedotte introduced Speer Financial, Inc., Senior Vice President
Anthony Miceli. Mr. Miceli presented the Future Borrowing for the Alternative Water Source
Program.

Public Service
Councilman Hug gave an overview and explanation of the items discussed at the Monday,
February 28, 2022 Public Service Committee Meeting.
Allison Swisher, Director of Public Utilities, briefly discussed the Regional Water Commission
and water main replacement. She also explained there will be communication via mailings,
doorhangers, and the city's website updating residents of the water main projects .

CITY MANAGER:
The City Manager thanked Economic Development Director Derek Conley for his service and
wished him well. He explained Rod Tonelli with Ruettiger, Tonelli & Associates will service as
Interim Economic Development Director while the City searches for a new Director.
The City Manager also discussed the upcoming snow event and the possibility of there being
ice on the roads and to travel with caution.
Derek Conley thanked everyone for their support and expressed his gratitude for the
opportunities he had during his time as the City's Economic Development Director.
Councilwoman Quillman and Councilwoman Gavin thanked him and wished him well.
NEW BUSINESS (Not for Final Action or Recommendation):
Mayor O'Dekirk thanked State Representative Natalie Manley for her assistance with Federal
stimulus monies for capital improvements coming to the area.

the property.
Renee Damouges spoke regarding training snowplow drivers with best practices and city
ordinance regarding snow band on streets when snow if over two inches.

also discussed a grant received by the police department and their work with cornerstone .
Robert Smith spoke in opposition of the proposed homeless shelter at the YMCA on Briggs
Street
Margie Cepon echoed the comments of Robert Smith and concerns of the YMCA Briggs
Street becoming a homeless shelter.
MAYOR AND COUNCIL COMMENTS:
Councilman Clement congratulated and thanked Derek Conley for his service to the City of
Joliet. He also discussed filling potholes and contractor's cutting down trees.
Councilwoman Gavin thanked Derek Conley.
Councilman Guerrero mentioned an active shooting on Henderson Avenue this evening.
Councilman Hug congratulated and thanked Derek Conley for his service to the City of Joliet.
Councilman Morris congratulated and thanked Derek Conley for his service to the City of
Joliet and highlighted the Black History celebration at the Joliet Museum.
Councilman Mudron wished Derek Conley best of luck in the future.
Councilwoman Quillman highlighted vaccination clinics at Joliet Township and St. Peter's
Church health fair.
Councilwoman Reardon congratulated and thanked Derek Conley.
Mayor O'Dekirk congratulated and thanked Derek Conley. He briefly discussed the shooting
on Henderson Street. He highlighted a tour of the library construction, Dirksen School Stem
Fair, VASA Fitness ribbon cutting, Dragon's Den ribbon cutting. He asked residents to be
mindful of ice with snow storm and a City ordinance to remove vehicles from the street.
CLOSED SESSION:
A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar
Guerrero, to enter into closed session to discuss personnel, collective bargaining, land
acquisition or conveyance, pending or threatened litigation after which the meeting will be
adjourned.

All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
