PRESENTATION: Comprehensive Water and Sewer Rate Study - by Allison Swisher, Director of Public Utilities Director of Public Utilities Allison Swisher introduced Dave Naumann with Burns and McDonnell to present the Comprehensive Water and Sewer Rate Study. Mr. Naumann gave a brief presentation on industry trends, current Joliet rates, 2022 rate study goals and issues, and proposed approach for future rates. Ms. Swisher briefly discussed the City of Joliet's new Customer Water Portal. A brief discussion was held regarding renters' ability to use the portal. MAYOR: APPROVAL OF AGENDA: A motion was made by Councilman Joe Clement, seconded by Councilwoman Jan Quillman, to approve the Agenda as written. He also briefly discussed the water rate increase. NEW BUSINESS (Not for Final Action or Recommendation): In response to Councilman Clement's request, the City Manager stated staff would investigate the pond in Glenwood Manor. Councilwoman Gavin responded to the City Manager regarding the motor transport solicitation. She also addressed a need for Hickory Creek to be cleaned-up from low hanging limbs on the trees. In response to Mayor O'Dekirk's question regarding panhandling, the Police Chief discussed the results of the panhandling enforcement efforts. PUBLIC COMMENTS: John Sheridan, President of the Cunningham Neighborhood Council, spoke regarding the sex offenders on Cora Street. A Joliet resident spoke regarding excessive fireworks. MAYOR AND COUNCIL COMMENTS: Councilwoman Gavin highlighted the upcoming Blues Brothers Prison Break-In at the Old Joliet Prison. Councilman Guerrero expressed his condolences to the families of the shooting victims in Highland Park. Councilman Hug concurred with Councilman Guerrero concerning the Highland Park tragedy and he also highlighted the 4th of July. Councilwoman Quillman thanked everyone for their kindness during her family emergency. Councilwoman Reardon concurred with Councilwoman Gavin highlighting that Jim Belushi Page 11 of 12 City Council Meeting Meeting Minutes - Final July 5, 2022 and Dan Aykroyd will be back at the Old Joliet Prison. Mayor O'Dekirk highlighted the grand re-opening of Wild Birds Unlimited, ribbon cutting for Tony's Finer Foods, the firework show at Bicentennial Park, and the firework show at Joliet Junior College. He also expressed his condolences to Councilwoman Quillman on the passing of her brother. ADJOURNMENT: A motion was made by Councilman Clement, seconded by Councilman Guerrero, to adjourn .
