PRESENTATION: 2023 Water Main Improvement Program - Presented by Allison Swisher, Director of Public Utilities Attachments: Approver Report Allison Swisher, Director of Public Utilities, gave an update explaining replacement of water mains and lead water service lines, project locations, construction costs and schedule, communication plan, and hosting of an open house for the 2023 Water Main Improvement Program. A brief discussion was held regarding the update. MAYOR: APPROVAL OF AGENDA: A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Bettye Gavin, to approve the Agenda as written. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Cesar Guerrero Abstain: Mayor Robert O'Dekirk PUBLIC HEARINGS: ORDINANCES AND RESOLUTIONS: CITY MANAGER: The City Manager stated the April 3 and April 4 Pre-Council and Council meetings will be a combined meeting on Monday, April 3, 2023 at 5:30 p.m. NEW BUSINESS (Not for Final Action or Recommendation): Councilwoman Gavin requested items dumped in the area of 1500 block of California Avenue be cleaned up and potholes repaired. Mayor O'Dekirk congratulated the Fire Department for their efforts with ThriveWorks. PUBLIC COMMENTS: Tammara Barnes spoke regarding parking issues in the 800 block of Cora Street. The City Manager briefly discussed a permit parking proposal that will be on the next Council meeting agenda. A resident spoke regarding a previous issue brought before the Council. Mary White, East Side Neighborhood Council, spoke regarding concerned citizens over possible tax bill increases due to roadway improvement projects. MAYOR AND COUNCIL COMMENTS: Councilman Clement spoke regarding the recently released City's Inspector General report. Page 5 of 6 City Council Meeting Meeting Minutes - Pending Approval March 7, 2023 Councilman Guerrero expressed condolences to Carl Roach's family. Councilman Hug addressed the Inspector General Report and recognized the current police department staff for making the City of Joliet the 8th safest city. Councilman Mudron highlighted a fundraiser for United Cerebral Palsy and honoring for Joliet Catholic wrestling team. Councilman Quillman addressed an issue she encountered with the police department and she concurred with Councilman Hug regarding the current Police Department administration. Mayor O'Dekirk highlighted the grand re-opening of the Jewel on Larkin, community open house at the library to discuss the City Square plan, a new mural at the Rialto, St. Baldrick's fundraiser, and the City Center Partnership downtown Shamrock Stroll. He briefly addressed the Inspector General Report and the scope of the conspiracy and stated there is more coming. ADJOURNMENT: A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Cesar Guerrero, to adjourn. The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding officer may limit irrelevant, immaterial, or inappropriate comments or statements.
