CITY MANAGER:
The City Manager thanked Councilwoman Gavin, Councilman Morris, and Mayor O'Dekirk for
giving him the opportunity to work for the City.
NEW BUSINESS (Not for Final Action or Recommendation):
Councilman Guerrero discussed the possibility of the redevelopment of the old Courthouse
property.
Mayor O'Dekirk addressed the redevelopment of the old courthouse building.
Councilman Hug requested the Inspector General be in attendance at the May 2, 2023
Council Meeting.
Councilwoman Quillman requested an ordinance be put in place concerning the sale of
single-family rental properties.
PUBLIC COMMENTS:
Garland Mayes thanked Councilwoman Gavin for her work and dedication to District 4. He
also congratulated Councilwoman Reardon and Councilman Mudron on their reelection and
wished Mayor O'Dekirk the best.
Julia Alexander thanked the Mayor, Council, and the City Manager for their support of
Including You. She also highlighted the mission of Including You and presented Mayor
O'Dekirk with an award and proclamation. Ms. Alexander thanked Councilwoman Gavin for
her encouragement.
Kathy Garthus thanked Councilman Morris and Councilwoman Gavin for their service. She
spoke regarding the lack of quality of life.
Glenda Wright-McCullum thanked Mayor O'Dekirk and the administration for their service to
the community.
Karen Ward thanked the Mayor, Council, and staff for the legacy of this administration .
John Sheridan thanked Councilwoman Gavin for her service to District 4. He also spoke
regarding the Inspector General position.
Councilman Hug left the meeting at approximately 8:35 p.m. Councilman Hug re-entered the
meeting at approximately 8:36 p.m.

thanked City staff, the Fire Department, and the Police Department for all their work and also
thanked the residents for their support.
Councilman Morris thanked the Council, Mayor, staff and previous Councilmembers for their
support.
Councilman Guerrero, Councilman Hug, Councilman Mudron, Councilwoman Quillman,
Councilwoman Reardon, and Mayor O'Dekirk stated they would reserve their comments for
the May 1, 2023 Special Meeting.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
