Councilwoman Reardon gave an overview and explanation of the items discussed at the
Wednesday, April 3, 2024 CTIS Committee Meeting.
Chris Sternal, Director of IT - CIO, briefly discussed the upgrades to the Council Chamber.
At Councilman Clement's request, Mr. Sternal and Kevin Sing, Director of Finance, briefly
discussed Council Memo #182-24: Award of Contract to Tyler Technologies for PACE
Premium training services in the amount of $51,000.00.

CITY MANAGER:
The City Manager recognized firefighter Matt Hornbuckle. She highlighted the Three Rivers
Home Expo and wished a belated birthday to Councilwoman Quillman.
PUBLIC COMMENTS:
Trista Brown spoke regarding missing individual Robert Long. She also spoke regarding
losing downtown business.
Claudia Salez spoke on behalf of her husband Tony Salez regarding his downtown restaurant
Route 66 Diner.
Angela Herrera a worker at the Route 66 Diner spoke regarding leaking from the ceiling and
loss of work.
Sandra Moore spoke regarding mold, leaking, and water coming up from the floor in the
downtown Plaza Building.
Charlie Price, employee of Route 66 Diner, spoke regarding water leakage from the Hotel
above the restaurant.
Jewell Robinson spoke regarding her missing son, Robert Long.
Fire Chief Carey spoke regarding the Fire Department launching a boat to search for Robert
Long.
Mayor D'Arcy spoke regarding placing message on the electronic video boards concerning
Robert Long.
A brief discussion was held regarding a search party, K-9 dogs, and police assistance
concerning the search for Robert Long.
Councilwoman Ibarra reassured the family the Police Department has gone above and
beyond trying to assist in finding Robert Long.
Kathy Garthus spoke regarding the search for Robert Long and her former property .
MAYOR AND COUNCIL COMMENTS:
Councilman Mudron spoke regarding the Lockport Fire District recognizing one of Joliet's
firefighter Dominic Minnito..
Councilwoman Ibarra spoke regarding Salem Village Nursing Home dumpster. She
highlighted sale of Slammers' baseball tickets, search party for Robert Long, vaping issues in

elementary schools, citizens' views of all things happening in her District. Councilwoman
Ibarra spoke regarding traffic patterns for truck traffic.
Councilman Hug discussed Plainfield Township and Plainfield Park District. He wished
Councilwoman Quillman a happy birthday and his daughter a golden birthday.
At Councilman Guerrero's request, Police Chief Evans spoke regarding hiring patrol officers
and the Neighborhood Oriented Policing Team (NOPT) and Tactical Unit.
A brief discussion was held regarding issuing Red Dot Sight weapon modification and the use
of a K-9 for the search of Robert Long.
Councilman Guerrero highlighted the Three Rivers Housing Event, City's complaint system
CitizenVue, and upcoming neighborhood clean-up events.
Councilman Clement highlighted Councilman Mudron's high school wrestling career.
Mayor D'Arcy offered prayers for Jewell Robinson and her family. He thanked Trista Brown
and then highlighted a ribbon cutting for the Child Advocacy Center, Lobby Day on April 10
and discussed solar farms and truck traffic.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
