CITY MANAGER:
The City Manager highlighted Star Wars Day, Chamber of Commerce Luncheon, and Salsa
Fest. She thanked Blaine Kline, Brent Fraser, and their teams for improvements at Slammers
Stadium and Greg Ruddy and his team for their beautification of downtown. The City
Manager encouraged residents to serve on one of the City's Boards and Commission .
PUBLIC COMMENTS:
Erica Holmes expressed her appreciation for the meeting regarding the Choice Neighborhood
Implementation. She spoke regarding vacant lots, community development on the City's south
side, truck traffic and the Emerald Drive traffic light.
Dr. Glenda McCullum gave an update on the displacement of the residents at Joshua Arms .
She also discussed the Choice Neighborhood Implementation Grant.
Larry Crawford spoke regarding gang wars, renovation of a building on Route 66 (Broadway
Street), beautification project focused on enhancing the entryways to Joliet, and the new City
Comprehensive Plan.
MAYOR AND COUNCIL COMMENTS:
Councilwoman Quillman highlighted Joliet Central High School's JROTC State Championship
and 80th Anniversary of D-Day. She reminded residents not to leave kids or animals in hot
cars. Councilwoman Quillman spoke regarding Earl D'Amico and wished everyone a Happy
Father's Day.
Councilman Mudron spoke regarding Earl D'Amico's All-State Wrestling accomplishment.
Councilwoman Ibarra highlighted Star Wars Day, Mt. Zion Peace Rally, memorial of Antoine
Shopshire, donation of repurposed computers to Illinois Youth and Family Services and the
Warren Sharpe Community Center. She wished her father a Happy Father's Day.
Councilman Hug spoke regarding filling the City Clerk's position. He wished everyone a
Happy Dad's Day.
Councilman Guerrero wished everyone a Happy Father's Day and discussed the previous
Quality of Life Plan and the new Comprehensive Plan.
Councilman Clement thanked Greg Ruddy and his team for cleaning up the downtown area
for Star Wars Day. He discussed weed clean up. Council Clement expressed his condolences
to Rich Clementi's family.
Councilman Cardenas wished everyone a Happy Father's Day.
Mayor D'Arcy wished everyone a Happy Father's Day and discussed the honoring of Earl
D'Amico. He highlighted the Three Rivers Realtors Association Panel, Star Wars Day, ribbon
cutting for the office of the HERO Heroin Epidemic Relief Organization, partnership with the
Housing Authority of Joliet for the Choice Neighborhood Implementation Grant. He discussed
a vacant lot list, construction at Emerald Drive, and Strong City's Urban3.

LICENSES AND PERMIT APPLICATIONS:
PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
