CITY MANAGER:
The City Manager highlighted the Cathedral Area Preservation Meeting, Joliet Police
Department promotion ceremony for Officer Ryan Shaw to the rank of Sergeant and Sergeant
Kevin Sepulveda to the rank of Lieutenant, and the New Orleans North Festival. She also
reminded residents of the construction on Chicago Street and encouraged residents to
support the downtown businesses.
The City Manager also highlighted the statue re-dedication for Officer Jonathan Walsh who
lost his life in the line of duty on August 20, 2004 and asked for a moment of silence.

PUBLIC COMMENTS:
Trista Brown thanked the Council for their concern for the community. She spoke regarding
safety at the closed Steak n Shake location on Larkin Avenue.
Jason, store manager at the Circle K, asked for an explanation for the denial of Council Memo
#399-24 Resolution to Deny Issuance of Class "CG" Liquor License at 3021 Plainfield Road -
Circle K. The City Manager informed the store manager a discussion can be held after the
meeting.
Tiara expressed her need for assistance. The City Manager referred her to Fire Chief Carey.
Bob Cobb spoke regarding a Town Hall meeting held on May 18, 2023 and gunshots at a
local auto dealer.
MAYOR AND COUNCIL COMMENTS:
Councilman Clement thanked the City Manager for highlighting the Jonathon Walsh
dedication. He thanked the Joliet Police Officers that are assisting with the Democratic
Convention being held in Chicago. He asked staff to follow-up regarding the closed Route 66
restaurant to inquire about the possibility of it reopening.
Councilman Guerrero highlighted the Blues Brothers Con Event.
Councilman Hug highlighted the growing homeless problem, the Fire Department's assistance
with the homeless, and how to address the homeless problem when they refuse assistance .
The City Manager briefly discussed reaching out to other cities to put together a plan to
address the growing number of homeless individuals.
Councilwoman Ibarra thanked the Mayor and Councilwoman Quillman for their attendance at
the street name dedication for Louise Coleman. She highlighted the Brown Chapel AME Back
to School event, Harvey Brooks Foundation Sneaker Ball, the building and placement of
micro-pantries.
Councilman Mudron congratulated a police officer for assisting a stranded motorist.
Councilwoman Quillman highlighted the dedication of the Jonathon Walsh statue, Porch
Festival in the Cathedral Area, the third Jazz and Wine Fest at Bicentennial Park, and a police
officer stopping at a kid's Kool-Aid stand on Glenwood Avenue.
Councilwoman Reardon expressed her gratitude for all the great things happening around the
City.
Mayor D'Arcy highlighted a press conference held on the dangers of vaping and the City's
efforts to stop the epidemic, promotions Kevin Sepulveda and Ryan Shaw in the Police
Department, Louise Coleman street naming, and Fire Buddies fundraiser project.
Councilman Mudron thanked Christa Desiderio for her work as the City Clerk.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
