She highlighted an upcoming IDOT hearing on October 10th at Joliet Junior College, applications for FEMA storm assistance from the July 13 and July 16 severe weather, Halloween map, and rededication of the Gardens and Arbors on 129th Infantry Drive. Fire Chief Carey warned the public of a fire foundation scam. PUBLIC COMMENTS: Mike Mikuska spoke regarding Reclaim13 project Nick Polykandriotis spoke regarding Council Memo #469-24: Resolution Authorizing a Design Agreement between the Department of the Army and the City of Joliet for the Design for the Joliet Levee Flood Risk Management Project. Greg Ruddy, Director of Public Works, explained the Joliet Levee Flood Risk Management Project is scheduled to being in 2027 with a estimated completion in 2028. He also briefly discussed the cost estimate and grant funding for the project. Bob Cobb spoke in favor for the compensation increase the Mayor and Council. He also spoke regarding individuals entering unlocked vehicles in neighborhoods. MAYOR AND COUNCIL COMMENTS: Councilwoman Reardon highlighted the swearing in of four new firemen and encouraged everyone to vote. Councilwoman Quillman highlighted the Walk to End Alzheimber's event and October as Breast Cancer Awareness Month, Councilwoman Ibarra highlighted the Vintage Fest, Harvey Brooks Maquerade Sneaker Ball, Celtic Fest, Joliet Pride Fest, Chicago Street Market Nighttime event, and the Reedwood Neighborhood Council Meeting. She wished Korean War Veteran Weems McCullum a Happy 96th Birthday and her mother a Happy Birthday. Councilman Hug thanked the Daughter's of the American Revolution. He spoke regarding the compensation increase for the Mayor and Council and limited government. Councilman Guerrero highlighted a Peace Walk event around Joliet Central, Pride Fest, and Poetry open mic event at Bicentennial Park. He spoke regarding the compensation increase for Council Members. Councilman Guerrero informed the public of an upcoming Diversity and Community Relations Committee Meeting to present the Special Event permitting process. Councilman Clement welcomed members of the Illinois Probation and Court Services Association (IPCSA) to Joliet for a conference. He highlighted the City's relief efforts for those effected by hurricane Helene. Councilman Cardenas encouraged everyone to support downtown businesses. He highlighted the Spooky 5K event in downtown Joliet, and the Chicago Marathon. Mayor D'Arcy highlighted his attendance at the Athena Award luncheon, promotion ceremony for the Joliet Police Department, and speaking at the National Hook Up of Black Women 4th Annual Community Day. The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding officer may limit irrelevant, immaterial, or inappropriate comments or statements.
