Councilwoman Ibarra shared her support of the Mayor and the Comprehensive
Plan and dissatisfaction at the processes of choosing committee members and
representation of her District.
Councilman Hug voted to second this item be tabled.
A lengthy discussion was held regarding the tabling of this item, affirming this
item is to approve the formation of the Comprehensive Plan Advisory
Committee, overview of the tasks that will be given to the members of the
Committee to accomplish, and other opportunities for involvement with the
committee.
Councilwoman Quillman and Councilman Hug rescinded their vote to table
39-25 Ordinance Establishing the Comprehensive Plan Advisory Committee for
the City of Joliet.

CITY MANAGER:
The City Clerk gave the City Manager report in her absence. She gave a brief update on the

downtown construction. She highlighted a water main break outside of City Hall, quarterly
workshops conducted by the City's Emergency and Disaster Management Department, and
closure of City Hall in observance of Dr. Martin Luther King Day.
PUBLIC COMMENTS:
Betty Washington spoke regarding the 2007 Quality of Life Plan.
Trista Brown spoke regarding communication she had with a local store owner.
A member of Black Lives Matter - Will County spoke regarding Joliet Police Department
excessive force.
In response to Dr. Glenda McCullum question regarding Council Memo #41-25: Ordinance
Abating the Taxes Heretofore Levied for the Year 2024 to Pay Debt Service on $3,665,000
General Obligation Bonds, Series 2020A and $93,595,000 General Obligation Bonds Series
2022 of the City of Joliet, Will and Kendall Counties, Illinois, Mr. Sing clarified this memo.
Karl Ferrell spoke regarding excessive force by the Joliet Police Department, Police
Department policies, and citizen's involvement in committees.
A resident spoke regarding the loss of a loved one and training police officers in the area of
mental health.
A resident spoke in opposition of turning the downtown parking lot into a city center square .
MAYOR AND COUNCIL COMMENTS:
Councilwoman Quillman wished everyone a Happy New Year.
Councilman Mudron highlighted a ribbon cutting for Joliet Central High School.
Councilwoman Ibarra spoke regarding the benefits that come from disharmony amongst the
Council.
Councilman Hug wished everyone a Happy New Year.
Councilman Guerrero echoed comments expressed by Councilwoman Ibarra and interest of
the community in the Comprehensive Plan Advisory Committee.
Councilman Clement briefly discussed the use of Chicago Street during downtown
construction and repaving roads after water main construction.
Mayor D'Arcy spoke regarding the passion of the residents and wished everyone a wonderful
2025.
