The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding officer may limit irrelevant, immaterial, or inappropriate comments or statements. Greg Ruddy, Director of Public Works, discussed the repair and reopening of the Jefferson Street bridge. PUBLIC COMMENTS: DiAnn Matter spoke in opposition of the Truck Stop on Briggs Street. Kathy Garthus spoke regarding truck traffic and thanked Councilwoman Ibarra for her availability. Carol spoke regarding opening of an emergency only entrance and exit at condominium complex. Christopher Knight spoke regarding controlling the of flow of traffic with the closure of the Jefferson Street bridge. Amy Sanchez spoke about how great it was to see young kids there, and thanked the City of Joliet how easy it is to navigate the City's website. MAYOR AND COUNCIL COMMENTS: Councilwoman Quillman asked for support of the nurses at St. Joe's Hospital and wished her husband a happy anniversary. Councilman Mudron expressed his condolences to Councilwoman Reardon on the passing of her mother. Councilman Moreno expressed his condolences to Councilwoman Reardon on the passing of her mother and congratulated John Lukancic. Councilwoman Ibarra expressed her condolences on the passing of Sgt. Weller Councilman Cardenas condolences to Sgt. Weller's family and the police department and Page 11 of 12 City Council Meeting Meeting Minutes - Final May 20, 2025 Councilwoman Reardon's family and have a safe holiday weekend Councilman Clement spoke on the comprehensive plan offering an alternative route over the river. Condolences to the Riley and Reardon family, and the Weller family and the police department Mayor Pro-Tem Councilman Hug thanked the young people in attendance with their civic's class, mentioned the reason for a short meeting was because the discussion on items happened Monday at Pre-Council. Wished Jan and Tom a happy anniversary and offered condolences and prayers to Sgt. Weller's family and the Reardon and Riley family.
