As of June 11, 2021, Governor Pritzker moved Illinois to Phase 5. Under Phase 5, all sectors of the economy can resume at
regular capacity with new safety guidelines and procedures.
In compliance with Center for Disease Control (CDC), it is recommended that any individual appearing in person wear a
face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

PLANNING SOFTWARE DISCUSSION
Mr. David Braner, CIO Information Technology, stated that COJ is searching for a more
efficient electronic planning process to track the building planning process and improve
collaboration between each department involved. An RFI has been executed and COJ has
narrowed down a contender name Avolve, Project Docs. This company supports 2 of the top
5 cities Chicago and Rockford. CTIS Committee made a motion to approve the Planning
Software not to exceed $150K for initial hardware and software first year and not to exceed
$300K over the 5 year planning period.

CYBER SECURITY TRAINING
Mrs. Amanda Dite, Application Support Analyst, stated that we kicked off cyber security
training awareness campaign in 2019 and we found that 20% of all employees were
vulnerable. A threat simulation test was email out to every employee to see if they would
interact and open the links that were a threat. Towards the end of the training, we measured
at 3% vulnerability. At this time, IT is rolling out a new simulation training modules using
Proof Point best practices in a positive fun approach.
