Director of Human Resources, Kathy Franson and City of Joliet Deputy Chief, Sherrie Blackburn. APPROVAL OF MINUTES Attachments: March2022 Draft Minutes A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the minutes of the March 15, 2022 Finance Committee Meeting. The motion carried by the following vote: Aye: Councilman Mudron, Councilwoman Reardon and Councilman Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS None. AUTHORIZATION TO ENTER INTO A SOLE SOURCE AGREEMENT WITH BLUE LINE PROFESSIONAL CONSULTANTS LLC Attachments: April 2022 Authorization Blue Line Professional Consultants LLC April 2022 Blue Line Budget Amending Ordinance_ April 2022 Blue Line Vendor_Subcontractor Agreement April 2022 ILTSB Mental Health Screening Recommendations 092921 Deputy Chief Sherrie Blackburn, reviewed the authorization to enter a sole source agreement with Blue Line Professional Consultants, LLC. A brief discussion held regarding regular mental health screenings for all probationary and permanent police officers, length of each session and if this will be a yearly screening. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend to full council for approval AUTHORIZATION TO ENTER INTO A SOLE SOURCE AGREEMENT WITH BLUE LINE PROFESSIONAL CONSULTANTS LLC. A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to recommend to full council for approval AWARD OF CONTRACT FOR AUDITING SERVICES FOR A FIVE-YEAR PERIOD. The motion carried by the following vote: Aye: Councilman Mudron, Councilwoman Reardon and Councilman Guerrero MONTHLY FINANCIAL REPORT Attachments: March2022 Monthly Financial Report Mr. Ghedotte introduced the new Budget Officer, Kevin Sing to present the Monthly Financial Report. Brief discussion held regarding the revenue in the general fund in comparison to surrounding cities. PERSONNEL SUMMARY Attachments: March2022 Personnel Summary Director of Human Resources, Kathy Franson presented the Personnel Summary. TRAVEL EXPENSE REPORT Attachments: Travel 03.22 Mr. Ghedotte informed the committee of officers going to training with nothing more to report. No further discussion held. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Mr. Ghedotte informed the committee that Mr. Sing would bring the financial and purchasing policies to the next finance committee meeting for approval to go to council.
