The Governor’s Office and the Illinois Department of Public Health
activated a Tier 3 mitigation plan for all regions of the State of Illinois,
effective Friday, November 20, 2020. In an effort to support these
mitigation measures, the City of Joliet is limiting in person attendance in
the council chambers to 10 people.
During meetings, groups of 10 people will be staged in various locations
within city hall. These groups will wait in areas with a live feed to the
meeting until the Citizens to Be Heard on Agenda items section, the Public
Hearing has commenced or the Public Comments section of the meeting
has commenced. Speakers will be rotated into Council Chambers to allow
everyone an opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic
Opportunity’s Guidelines, it is recommended that any individual appearing
in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in
advance of the meeting to publiccomment@joliet.gov OR register “To Be
Called To Speak”. Details can be found on the Joliet.gov “ Public
Comments” web page.

A motion was made by Bill Habiger, seconded by Sharon Merwin, to approve:

Ms. Bernhard read the report into the record. Megan Millen, Director of the Joliet

Public Library and Kristen Richardson, attended to answer any questions about
the project. Ms. Bernhard went over the requirements and conditions from the
State of Illinois and the Section 106 process. The Commissioners asked
questions and took a vote on being a consulting party for the project.
A motion was made by Sharon Merwin, seconded by Candace Johnson, to
approve a. Consulting Party and Concurring Party Status: Joliet Public Library
Burnham Project. The motion carried by the following vote:

Ms. Bernhard went over the changes made on the project. Megan Millen,
Director of the Public Library, spoke on behalf of this agenda item. Ms. Millen
went over the scope of work and using materials from the original building
design. Ms. Millen described some of the new features in the Library. The
Commissioners asked questions and spoke about the changes.
A motion was made by Sharon Merwin, seconded by Candace Johnson, to
approve: b. Review and Comment: Joliet Public Library Burnham Project. The
motion carried by the following vote:

Replacement Windows located at 416 Whitney Avenue

Ms. Bernhard read the staff report into the record.
Kenneth Spiegel, property owner of 416 Whitney Avenue, showed up to
represent his Certificate of Appropriateness application. Mr. Spiegel explained
the need for the fiber glass windows. He stated that he painted the old wood
windows every four years and wood casement windows are susceptible to rot by
their design. Mr. Spiegel is not changing the opening size, just the window
material from wood to fiberglass.
The Commissioners discussed potential future issues with accepting fiberglass

products. Ms. Bernhard suggested adding conditions to an approval. The final
conditions of approval were:
· That only the seven windows depicted on the Window Replacement Plan
diagram shall be replaced.
· That the seven windows shall be comprised of fiberglass.
· That the upper-story fiberglass windows (5 in total) shall each have
eight-lights and shall be of the same size and style.
· That the lower-story fiberglass windows (2 in total) shall each have
six-lights and shall be of the same size and style.
· That the grids are placed on the outside of the 7 windows.
· That the exterior color of the seven windows shall be bronze to match the
existing color of the existing windows at the home.
A motion was made by Candace Johnson, seconded by Aaron Mikottis, to
approve c. Certificate of Appropriateness for Seven Fiberglass Replacement
Windows located at 416 Whitney Avenue (COA-1-2021). The motion carried by
the following vote:
Aye: Adamowski, Habiger, Heinemann, Johnson, Lowry, Merwin,
Mikottis and Stovall
