In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER DECLARATION OF QUORUM Present Quinn Adamowski, Brian Bessler, Mary Beth Gannon, Candace Johnson, Kailee Lowry, Sharon Merwin, Aaron Mikottis, Sara Stovall and Steven Wright Absent Kevin Heinemann APPROVAL OF MINUTES November 17, 2021 Joliet Historic Preservation Commission TMP-3139 Regular Meeting Minutes Attachments: 11-17-21 Regular Minutes JB A motion was made by Candace Johnson, seconded by Kailee Lowry, to approve the November 17, 2021 Joliet Historic Preservation Commission Regular Meeting Minutes. COMMITTEE AND STAFF REPORTS a.Staff Report Ms. Bernhard read the staff report. The St. Mary Carmelite Church priory will still be demolished. The old Barrett store owners need new financing for the proposed hotel at that location. Ms. Bernhard said there are no updates on the U.S. Steel Administrative building. The old files still need to be retrieved from the building. Ms. Bernhard said the Will County Board would like to work with the City of Joliet on the revitalization of the old courthouse. Ms. Bernhard announced the Railroad Exhibit is still stalled. Ms. Bernhard gave an update on the design guidelines. Ms. Bernhard said that she is working with Ms. Johnson & Ms. Stovall on the St. John's Historic Resource Survey, and Ms. Bernhard announced it is almost ready for Commission review. Ms. Bernhard announced that the National Register of Historic Places Designation for the Old Joliet Prison site is still moving forward, and she will be scheduling time to visit the site with the Consultant Firm. The expected completion date is December of 2023. Ms. Bernhard asked for an update on the Casseday house and the Will County Black History Committee requested a meeting for the following week. b. Committee of the Whole (COW) There was no discussion on this subject. OLD BUSINESS NEW BUSINESS a. Certificate of Appropriateness to alter the front entrance TMP-3141 and construct a rear addition, located at 611 Campbell Street (COA-1-2022) Attachments: COA-01-2022_ 611 Campbell Street Staff Report Packet Ms. Bernhard read the staff report into the record. Ms. Cathleen Kollross, 611 Campbell St., Joliet, IL. appeared in support of her Certificate of Appropriateness. Ms. Kollross discussed the details of the Page 2 of 5 Joliet Historic Preservation Commission Meeting Minutes January 26, 2022 proposed rear addition and alteration of the front entry of with the Commissioners. After much discussion regarding the alteration of the front entry, the Commission agreed that they would be agreeable with the removal of the existing entry canopy provided that a new entry be appropriate to the style of the house. Ms. Kollross agreed to come back to the Commission with a new design for the front entry. Ms. Bernhard requested that additional renderings and plans for the front entry be prepared and submitted back to her in advance of the meeting deadline for the February 2022 JHPC regular meeting. The Commission agreed that they could approve the west wall / rear addition project including the west wall extension with a faux Spanish clay tile roof; garden window and awning window at this meeting but continue the public hearing for the alteration of the front entry to the February 2022 meeting. A motion was made by Mary Beth Gannon, seconded by Sharon Merwin, to approve with conditions a. Certificate of Appropriateness to construct a rear addition, located at 611 Campbell Street (COA-1-2022) with the conditions stated in the staff report regarding the west wall/ rear addition, including the west wall extension with a faux Spanish clay tile roof; garden window and awning window. The public hearing for the alteration of the front entry would be continued to the February 2022 meeting. The motion carried by the following vote: Aye: Adamowski, Beth Gannon, Johnson, Lowry, Merwin, Mikottis, Stovall and Wright b. Election of Chair and Vice Chair positions Ms. Bernhard and the Commissioners discussed Mr. Adamowski continuing his role as the Chairperson because this would help continuity with the multiple projects that the Commission has taken on over the last two years during the pandemic. . A Chairperson and Vice chairperson can only serve two consecutive terms per the Rules of the JHPC. Mr. Adamowski and Ms. Johnson have served two consecutive years (2020 and 2021). The Commission discussed suspending the Rules of the JHPC as allowed by Section II.N. of the Rules; however, a two-thirds majority vote is required to suspend the suspend the Rules of the JHPC for the reappointments to take place. Suspension of Rules Vote: A motion was made by Mary Beth Gannon, seconded by Sharon Merwin, to suspend the Rules of the JHPC per Section II.N. of the Rules. The motion was carried by the following vote: Aye: Gannon, Johnson, Lowry, Merwin, Mikottis, Stovall and Wright. Abstain: Adamowski Page 3 of 5 Joliet Historic Preservation Commission Meeting Minutes January 26, 2022 Vice Chairperson Vote: A motion was made by Quinn Adamowski, seconded by Sara Stovall, to appoint Candace Johnson as the Vice Chairperson. The motion was carried by the following vote: Aye: Adamowski, Gannon, Lowry, Merwin, Mikottis, Stovall and Wright. Abstain: Johnson Reinstatement of Rules Vote: A motion was made by Candace Johnson, seconded by Sharon Merwin, to reinstate the Rules of the JHPC. The motion was carried by the following vote: Aye: Adamowski, Gannon, Johnson, Lowry, Merwin, Mikottis and Stovall. A motion was made by Candace Johnson, seconded by Sharon Merwin, to appoint Mr. Quinn Adamowski as the Chairperson. The motion carried by the following vote: Aye: Beth Gannon, Johnson, Lowry, Merwin, Mikottis, Stovall and Wright Abstain: Adamowski c. 2021 Annual Report of the Joliet Historic Preservation TMP-3142 Commission Attachments: Staff Report__JHPC 2021_Annual Report CLG-Annual-Update_City of Joliet_Commission Ms. Bernhard went over the 2021 Annual Report and discussed some of the sites that were brought to the attention of the Commissioners in 2021. Ms. Johnson suggested adding the sites that were being proposed, but not completed. Mr. Adamowski requested some formatting changes. A motion was made by Candace Johnson, seconded by Kailee Lowry, to approve c. 2021 Annual Report of the Joliet Historic Preservation Commission with the changes discussed. The motion carried by the following vote: Aye: Adamowski, Beth Gannon, Johnson, Lowry, Merwin, Mikottis, Stovall and Wright d. 2022 Annual Goals of the Joliet Historic Preservation TMP-3143 Commission Attachments: 2022 Goals 2021 Goals Ms. Bernhard went over the proposed goals for 2022 which includes Educating the Public about Historic Resources, Regulation of Designated Historic Properties & Promoting Historic Resources. Chairman Adamowski suggested Page 4 of 5 Joliet Historic Preservation Commission Meeting Minutes January 26, 2022 adding the Annual Historic Preservation Award sponsorship to the list of goals. The Commissioners discussed the building code differences & requirements for historic buildings. A motion was made by Candace Johnson, seconded by Sharon Merwin, to approve d. 2022 Annual Goals of the Joliet Historic Preservation Commission. The motion carried by the following vote: Aye: Adamowski, Beth Gannon, Johnson, Lowry, Merwin, Mikottis, Stovall and Wright COMMISSIONER COMMENTS Ms. Merwin announced that there are some historic preservation events coming up, and she will share the links and resources with Ms. Bernhard. Ms. Bernhard announced an upcoming workshop, and she let the Commissioners know they can join her at no cost since the City is a member. Chairman Adamowski asked if everyone would like to see the courthouse redeveloped. Most of the Commissioners would like to see it redeveloped and preserved.
