In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. COMMITTEE AND STAFF REPORTS a.Staff Report Ms. Bernhard introduced the new City of Joliet Planner. Mr. Raymond Heitner. Mr. Heitner gave brief history of his work experience and background. Ms. Bernhard introduced the Commissioners individually to Mr. Heitner. Ms. Bernhard gave the staff report. Ms. Bernhard announced the design guidelines are moving along, the Lakota Group will have an update at the JHPC Regular March meeting. The Lakota Group is still working on the designated historic properties update. McGurie, IIgleski Associates is still working on the St. John's Neighborhood Historic Resource Survey as well as the Downtown Historic Resource Survey. Ms. Bernhard, Ms. Johnson and Ms. Stovall reviewed the St. John's project report and sent the final edits back. Ms. Bernhard did not have an update on the Downtown Historic Resource Survey. Ms. Bernhard and Mr. Wright as well as Greg Peerbolte met with Ramsey Historic Consultants, who were hired for the Joliet Prison National Register Historic District nomination process. Ms. Bernhard announced the Railroad project is still ongoing. Ms. Bernhard touched base with the Will County Black History Chairman and he said that he would like to have a discussion with the JHPC Commissioners. Ms. Bernhard announced that it is almost time to send out the press release for the JHPC Annual Award program. She will try to send it out during the first week of March. Ms. Bernhard did not have an update on the U.S. Steel Administrative Building. Ms. Bernhard would like to touch base with the owners about cleaning out the building and getting is painted, and stabilized. Ms. Bernhard was asked to come look at the Illinois Rock & Roll Museum at Route 66 at 9 W. Cass Street. The owner will be submitting a certificate of appropriateness soon. Ms. Bernhard said the buildings' exterior will need some Repairs. She discussed some of the buildings' problems with the Commissioners. Ms. Merwin asked if the Casseday house is just for Will County Black History. Ms Bernhard said the building was earmarked for Will County Black History. Ms. Merwin mentioned an idea for fundraising for the future museum. b.Committee of the Whole (COW) There was no discussion of this subject. OLD BUSINESS Page 2 of 5 Joliet Historic Preservation Commission Meeting Minutes February 23, 2022 NEW BUSINESS Public Hearing: Certificate of Appropriateness to alter the TMP-3316 front entrance, located at 611 Campbell Street (COA-1-2022) Attachments: COA-01-2022_Staff Report 611 Campbell Street_February Meeting Packet Ms. Bernhard read the staff report into the record. Ms. Cathleen Kollross, property owner, seeks a Certificate of Appropriateness (COA) to remove the shallow, bracketed, wooden arched canopy over the front entry door in order to construct a covered front entry at the home located at 611 Campbell Street. The property is a local historic landmark. Local historic landmark designation: The Joliet City Council designated the Guy L. Meaker House as a local historic landmark in 2007. Property history and architectural description: The Guy L. Meaker House is a 2 ½ story cement stucco house that is a stylistic blend of the Tudor Revival and Prairie styles. It was built in 1910 and appears on the 1919 Sanborn Fire Insurance Map. Guy Meaker was an inventor who held numerous patents and is the likely namesake for the “Meaker Process,” an electro galvanizing process in which iron or steel articles are placed in a zinc sulfate bath to create galvanized steel. Tudor Revival stylistics features include the front, engaged chimney; steeply pitched gabled roof; tall, narrow windows; and decorative “half-timbering” in the upper story. Prairie style features include the banding that emphasizes horizontal lines; wide, overhanging roof-eaves; horizontal rows of windows; side entrance; two-story form with one-story wings; and tile roof. The front-gable house is distinguished by a Tudor Revival style engaged chimney that rises up the center of a symmetrical front façade, piercing the wide roof overhang at the ridge. Reportedly, the stucco covered chimney was originally exposed red brick. The house is further distinguished by a steeply-pitched, green glazed, double-grooved French clay tile roof. The roof is an identical replacement of the roof lost in the April, 2004 tornado. The main entry is offset to the left of the front façade and is covered by a shallow wooden arched overhang supported by brackets. The main entry has a heavy vertical plank wooden door with large wrought iron hinges and hardware that is flanked by full-length sidelights. The majority of the windows are vinyl replacement windows, likely from 2002 according to City building permit records. These windows pre-date designation as a landmark. The lower front double-hung windows appear to have Prairie style detailing in the upper-sash. Previous Cases: At their January 26, 2022 meeting, the Historic Preservation Commission approved a Certificate of Appropriateness to construct a rear addition, located at 611 Campbell Street (COA 1 2022) with the conditions Page 3 of 5 Joliet Historic Preservation Commission Meeting Minutes February 23, 2022 stated in the staff report regarding the west wall/ rear addition, including the west wall extension with a faux Spanish clay tile roof; garden window and awning window. The Joliet Zoning Board of Appeals also approved a Variation to reduce the west side yard setback from 8’ to 6’ 3” to allow the construction of the rear addition and a covered front entry at their January 20, 2022 meeting. Site context: The subject property is approximately 13,055 square feet in size and is zoned R-2 (Single-family Residential). The house faces south onto Campbell Street. The house has no driveway. Vehicular access to the property is from the rear alley. The property has a large non-contributing garage that spans most of the rear property line. The rear yard has a mature tree. Ms. Kollross, the property owner, seeks to erect a roof over the front entry area of her home to offer weather protection at the main entrance of the home . The covered area would be approximately 8’ wide by 10’ deep in size. The project would result in the removal of the shallow, bracketed, wooden arched canopy over the front entry door. She will not be replacing or altering the existing heavy, wide plank front door even though this is stated on the attached plans (but it is proposed to be refinished due to weather damage). She will also not be removing or altering the full-length sidelights on either side of the front entry door. She will not be removing or altering the tri-part “piano windows.” Ms. Kollross has submitted three options for the Commission’s review: • Option C: This is a variation of the option presented at the January meeting. The difference is that the height of the entry vestibule is being lowered (existing flat roof being removed) and a 4:12 sloped roof will form a continuous cover over this area as well as the new front entry area. In this option, the porch roof will be a half gable with matching cement stucco used in the gable. The bottom of the roof slope will be 9’10” in height from the ground. • Option D: This roof will have a 10:12 slope. In this option, the porch roof will be a shed roof, meaning there will be no gable with stucco. The bottom of the roof slope will be 6’0.5” in height from the ground. The height of the existing entry vestibule will remain. • Option E: This roof will have a 4-3:12 slope. In this option, the porch roof will be a shed roof, meaning there will be no gable with stucco. The bottom of the roof slope will be 7’0” in height from the ground. The height of the existing entry vestibule will remain. All options include adding a hanging pendant light (style TBD), 6” x 6” steel post roof supports encased in wood, and the use of faux Spanish clay tiles on the roof slopes. The proposed material is a composite recycled plastic. The proposed product is Brava Barrel Tile - Composite Spanish Roof Tile. The product will reportedly match the existing clay roof tiles of the home. Ms. Kollross explored two additional options (Option A and Option B) that had flat roofs that matched the style of the one-story flat roof addition on the eastern Page 4 of 5 Joliet Historic Preservation Commission Meeting Minutes February 23, 2022 elevation of the home, options that the Commission requested that she explore . She has chosen to not pursue these options for Commission approval because she did not believe that these options would fulfill the purpose of the front entry project, which is to offer weather protection for the front door, piano key windows and visitors to the home, due to the height of the porch roofs on these options . Ms. Bernhard and the Commissioners discussed the options available above and used a visual aide to compare the choices. A motion was made by Aaron Mikottis, seconded by Candace Johnson, to approve Public Hearing: Certificate of Appropriateness to alter the front entrance, located at 611 Campbell Street (COA-1-2022) - Option E. The motion carried by the following vote: Aye: Johnson, Lowry, Merwin, Mikottis, Stovall and Wright Nay: Adamowski COMMISSIONER COMMENTS Ms. Merwin talked about a masonry webinar she attended.
