CALL TO ORDER DECLARATION OF QUORUM Present Quinn Adamowski, Mary Beth Gannon, Candace Johnson, Kailee Lowry, Sharon Merwin, Aaron Mikottis and Sara Stovall Absent Brian Bessler, Kevin Heinemann, Steven Wright and Ken Spiegel APPROVAL OF MINUTES Ms. Bernhard suggested tabling the minutes because there are not enough Commissioners present to vote on the April 27, 2022 regular meeting minutes. A motion was made by Johnson, seconded by Beth Gannon, to table the April 27, 2022 regular meeting minutes. COMMITTEE AND STAFF REPORTS a.Staff Report Ms. Bernhard read the staff report. Ms. Bernhard gave updates on the St. John Survey and the Downtown National Register Historic District. Ms. Bernhard made some final edits to the Historic Residential Design Guidelines manual. Ms. Bernhard said the contract for the Designated Historic Properties project is with the Lakota Group, it should be complete by December. The Railroad project has received an extension. Ms. Bernhard gave an update of the Old Joliet Prison National Register Historic District designation process. 804 W. Marion St. was designated as a local historic landmark on June 21, 2022. Chicago Street, Ms. Bernhard has not heard back from them regarding historic designation. Ms. Bernhard did not have an update for the US Steel Administrative building. Ms. Bernhard did not have an update for St. Mary Carmelite. Ms. Bernhard spoke to the owners of the Barrett building about the proposed hotel at that location. Ms. Bernhard gave an update on 205 S. Eastern Avenue and 23 S. Eastern Avenue. Ms. Bernhard talked about a conference she attended. b.Committee of the Whole (COW) There was no discussion on this subject. OLD BUSINESS NEW BUSINESS PUBLIC HEARING: COA-2-2022 - CERTIFICATE OF APPROPRIATENESS TO INSTALL A 24’ TALL BY 9’ WIDE (APPROXIMATE) SCULPTURE ON THE FRONT FACADE, LOCATED AT 9 W. CASS STREET. Ms. Bernhard read the staff report into the record. Mr. Ron Romero, 9 W. Cass Street, Joliet, IL, spoke on behalf of the certificate of appropriateness. Mr. Adamowski asked if the sign has been ordered already. Mr. Romero and the commissioners discussed the sign. Mr. Alex Garcia from the sign company gave some details on the sign and how it will be anchored to the building. Mr. John Simpson appeared in support of this certificate. The commissioner discussed the details of the sign and asked questions. (COA-02-2022) Certificate of Appropriateness to install a 24’ TMP-4165 tall by 9’ wide (approximate) sculpture on the front façade, located at 9 W. Cass Street A motion was made by Sharon Merwin, seconded by Sara Stovall, to approve (COA-02-2022) Certificate of Appropriateness to install a 24’ tall by 9’ wide (approximate) sculpture on the front façade, located at 9 W. Cass Street. The motion carried by the following vote: Aye: Adamowski, Gannon, Johnson, Lowry, Merwin and Stovall Absent: Bessler, Heinemann, Wright and Spiegel COMMISSIONER COMMENTS Mr. Adamowski talked about a conference he attended. Ms. Bernhard asked if there was an update on the old Will County Courthouse. Mr. Adamowski gave an update.
