The Governor’s Office and the Illinois Department of Public Health activated the mitigation
plan for Region 7, effective August 26, 2020. Region 7 includes Will and Kankakee counties.
The new Region 7 mitigation plan limits in-person meetings to 25 people or 25% of overall
room capacity (whichever is less). Council Chambers allows for 13 members of the public
while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in
excess of the limit will be asked to wait in another room with live feed to the meeting until the
Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting
has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

A motion was made by Bill Habiger, seconded by Christine Policandriotes, to
approve COUNCIL MEMO #TMP-0450: August 26, 2020 COW meeting
minutes. The motion carried by the following vote:

NEW BUSINESS
Discussion: Certificate of Appropriateness Process and Historic Preservation
Ms. Bernhard decided to discuss historic preservation ordinance update project. Ms. Bernhard
met with Barb Newberg and Bob Nachtrieb on how the ordinance was implemented over the
years. Ms. Bernhard also had a meetings with City Staff on how to flag historic properties to
make sure they are reviewed by her. Building permits for historic properties will be held until
they are signed off on by Ms. Bernhard.
Ms. Bernhard went on to discuss the Certificate of Appropriateness guidelines. One of the
Commissioners asked what the recourse is for work done without the proper approvals/
permits. The repercussions of construction work done without a building permit was

discussed. The cost of the permit plus any additional fines will be due to the City of Joliet. The
Commissioners discussed the consequences of work done without city/commission approval
and the possibility of larger fines for historic properties. Ms. Bernhard proposed sending out
notices to historic homeowners about City of Joliet residential building permit requirements.
Barb Newberg stated that the City should consider using the residential transfer stamps to
notify home buyers the property is historic and requires certain design standards.
Ms. Bernhard went on to discuss the certificate of appropriateness form and its contents .
Possible landscaping regulations were discussed. Single family homes do not require city
approved landscaping plans. The commissioners discussed having landscaping plan
requirements for residential properties.
The Commissioners discussed possible certificate of appropriateness requirements for house
painting. Ms. Bernhard discussed other work being done at historic homes, including interior
work and flatwork. Ms. Bernhard discussed nearby towns recommendations for historic
properties.
Ms. Bernhard decided to continue this discussion at next month's meeting.
