In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER DECLARATION OF QUORUM Present Brian Bessler, Candace Johnson, Kailee Lowry, Sharon Merwin, Aaron Mikottis, Sara Stovall and Steven Wright Absent Quinn Adamowski, Mary Beth Gannon and Kevin Heinemann APPROVAL OF MINUTES October 27, 2021 Joliet Historic Preservation Committee of TMP-3140 the Whole Workshop Meeting Minutes Attachments: 10-27-21 COW Minutes JB A motion was made by Aaron Mikottis, seconded by Kailee Lowry, to approve the October 27, 2021 Joliet Historic Preservation Committee of the Whole Workshop Meeting Minutes. COMMITTEE AND STAFF REPORTS a.Staff Report Ms. Bernhard will give the staff report at the Historic Preservation Commission Regular meeting at 7:00 p.m. b.Committee of the Whole (COW) There was no discussion on this subject. OLD BUSINESS NEW BUSINESS Review and Discussion of Memo on Designation Standards / TMP-3315 Criteria and Certificate of Appropriateness Best Practices Attachments: 2022-01-18 Memorandum Joliet Local Designation Issues and Questions Ms. Bernhard introduced Mr. Nicholas P. Kalogeresis, AICP, Associate Principal, from The Lakota Group. At the Commission’s request, the Lakota Group was consulted to assist the Commission on key issues and concerns related to the local designation of landmarks and historic districts and the issuance of Certificates of Appropriateness for certain landmark properties. Mr. Kalogeresis held a discussion with the Commissioners about the memorandum, which summarized their response to the key issues and concerns raised by the Commission.
