CALL TO ORDER DECLARATION OF QUORUM Present Brian Bessler, Mary Beth Gannon, Candace Johnson, Sharon Merwin, Aaron Mikottis, Sara Stovall and Ken Spiegel Absent Quinn Adamowski, Kevin Heinemann, Kailee Lowry and Steven Wright APPROVAL OF MINUTES February 23, 2022 Historic Preservation Commission TMP-3646 Committee-of-the-Whole Workshop Meeting Minutes Attachments: 02-23-22 - COW Meeting Minutes JB A motion was made by Aaron Mikottis, seconded by Brian Bessler, to approve the February 23, 2022 Historic Preservation Commission Committee-of-the-Whole Workshop Meeting Minutes. The motion carried by the following vote: Aye: Bessler, Johnson, Merwin, Mikottis and Stovall Abstain: Beth Gannon and Spiegel CITIZENS TO BE HEARD ON AGENDA ITEMS Page 1 of 3 Joliet Historic Preservation Commission Meeting Minutes April 27, 2022 Committee of the Whole This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. STAFF REPORTS a.Staff Report Ms. Bernhard announced that she would give the staff report at the Historic Preservation Commission's regular meeting. b.Committee of the Whole (COW) There was no discussion on this subject. OLD BUSINESS NEW BUSINESS Ms. Bernhard introduced the new Commission member, Mr. Kenneth Spiegel. Mr. Spiegel owns a home in the Whitney Terrace Historic District. Mr. Spiegel gave a brief introduction. The staff and commissioners introduced themselves to Mr. Spiegel. A. Historic Design Guidelines Manual – Review and TMP-3657 Discussion Attachments: Joliet_DesignGuidelines_2022April_20 Ms. Bernhard introduced Mr. Doug Kaarre, A Senior Associate with the Lakota Group. Mr. Kaarre is a historic preservation planner with over 20 years of experience. Mr. Kaarre, Ms. Bernhard and the Commissioners discussed the draft Historic Residential Design Guidelines Manual. At the conclusion of the discussion, Ms. Bernhard stated that next steps would be to make additional, final edits to the document and then hold one to two meetings where residents with designated historic properties will be expressly invited. The Lakota Group is also in the process of completing commercial design guidelines and will send that draft manual for the City’s review soon. B. Annual Historic Preservation Awards – Review and TMP-3658 Discussion Attachments: Staff Report_Annual Awards_April 2022 Meeting There was no discussion on this subject.
