A motion was made by Aaron Mikottis, seconded by Brian Bessler, to approve
the February 23, 2022 Historic Preservation Commission
Committee-of-the-Whole Workshop Meeting Minutes. The motion carried by the
following vote:
Aye: Bessler, Johnson, Merwin, Mikottis and Stovall
Abstain: Beth Gannon and Spiegel

Ms. Bernhard announced that she would give the staff report at the Historic Preservation
Commission's regular meeting.

There was no discussion on this subject.
OLD BUSINESS
NEW BUSINESS
Ms. Bernhard introduced the new Commission member, Mr. Kenneth Spiegel. Mr. Spiegel
owns a home in the Whitney Terrace Historic District. Mr. Spiegel gave a brief introduction.
The staff and commissioners introduced themselves to Mr. Spiegel.
A. Historic Design Guidelines Manual – Review and TMP-3657

Ms. Bernhard introduced Mr. Doug Kaarre, A Senior Associate with the Lakota
Group. Mr. Kaarre is a historic preservation planner with over 20 years of
experience.
Mr. Kaarre, Ms. Bernhard and the Commissioners discussed the draft Historic
Residential Design Guidelines Manual. At the conclusion of the discussion, Ms.
Bernhard stated that next steps would be to make additional, final edits to the
document and then hold one to two meetings where residents with designated
historic properties will be expressly invited. The Lakota Group is also in the
process of completing commercial design guidelines and will send that draft
manual for the City’s review soon.

Ms. Audrey Secko, 205 Crabapple Court, Joliet, IL. Ms. Secko spoke about the deteriorating
conditions of the Casseday house.
